Job Overview:
The Medical Officer position within the Medical Unit of the Mission Support Service (MSS) at UNSMIL is a critical role that involves providing comprehensive medical care to UN staff in Libya. The incumbent will be responsible for a range of clinical duties, including managing walk-in clinic services, handling emergencies, and conducting occupational health assessments. The Medical Officer will also prepare UN personnel for travel by administering necessary vaccinations and health education. This role requires collaboration with military medical units and local healthcare facilities, ensuring adherence to UN medical policies and procedures. The Medical Officer will play a key role in crisis preparedness and business continuity planning, as well as managing medical supplies and equipment to ensure operational readiness. Overall, the position demands a proactive approach to health promotion and the ability to respond effectively to medical emergencies in a challenging environment.

Duties and Responsibilities:
The Medical Officer will undertake a variety of clinical and administrative duties, including:
  • Conducting daily clinical operations such as walk-in consultations and emergency care.
  • Performing occupational health assessments, including pre-placement and periodic medical examinations.
  • Administering vaccinations and providing travel health kits to UN staff.
  • Referring patients to external specialists when necessary and following up on their care.
  • Developing and implementing health education and promotion programs.
  • Addressing occupational health issues and ensuring a safe work environment.
  • Coordinating with UN-Military Medical Units and local medical facilities for comprehensive care.
  • Ensuring compliance with UN medical policies regarding sick leave and medical evacuations.
  • Participating in the development of crisis preparedness plans for the mission. 1
  • Deputizing for senior medical staff in their absence. 1
  • Managing medical support operations, including the availability of supplies and equipment. 1
  • Implementing training programs to enhance medical capabilities among staff. 1
  • Performing additional related duties as required.

Required Qualifications:
Candidates must be currently registered to practice medicine in their home country or another UN member state. A Doctorate in Medicine (MD) or an equivalent medical qualification is required. Additionally, certification in occupational safety and health is desirable, along with certifications in Pre-Hospital Trauma Life Support (PHTLS) or Advanced Cardiac Life Support (ACLS). Residency in a medical specialty is required, although qualifying experience may be accepted in lieu of residency. Training and experience in Tropical Medicine is also desirable, reflecting the unique health challenges present in the region.

Educational Background:
The educational background required for this position includes a Doctorate in Medicine (MD) or an equivalent medical degree. Candidates must also hold valid medical registration in their country of practice. Additional certifications in occupational health and safety, as well as advanced life support training, are highly regarded and may enhance a candidate's suitability for the role.

Experience:
A minimum of five years of progressively responsible clinical experience is required, ideally in a relevant area of medicine or as a general practitioner. Experience in occupational safety and health, as well as in managing medical logistics and epidemic preparedness, is desirable. Candidates should demonstrate a strong background in clinical practice and the ability to handle complex medical situations, particularly in a challenging operational environment.

Languages:
Fluency in English and Arabic is required for this position, as these are the working languages of the United Nations Secretariat. Proficiency in French is considered an asset, as it may facilitate communication within the UN system and with international partners.
