The organization is currently leading the VenEsperanza Cash Consortium, which has been delivering food assistance and support to vulnerable populations since 2019.

Job Overview:
The Program Development and Reporting Manager plays a crucial role in supporting the VenEsperanza Consortium in managing and expanding its cash program. This position involves coordinating proposal development processes to secure new programs and ensuring that donor reporting is of high quality and submitted on time. The Manager will provide guidance on donor rules and compliance, working collaboratively with various teams, including Program Managers, Finance, and Compliance Teams. The role requires excellent communication skills, a solution-focused mindset, and the ability to work independently while managing complex programming. The Manager will also represent the Consortium in various forums and support its advocacy and communication efforts.

Duties and Responsibilities:
The Program Development and Reporting Manager will lead and facilitate consortium working group meetings, ensuring effective workflows among various groups such as Programs/Technical Working Group, Communications, and Reporting. Responsibilities include establishing systems for grant monitoring, developing advocacy strategies for the Colombian humanitarian community, maintaining partnerships with consortium member teams, and providing management information to senior leadership. The Manager will also maintain an online grant filing system, ensure compliance with donor regulations, and lead reporting workflows to ensure timely submission of reports. Additionally, the Manager will analyze monitoring data and spearhead opportunities for thought leadership and visibility for the consortium.

Required Qualifications:
Candidates must possess strong leadership and coordination skills, with a proven ability to manage complex programs. Excellent communication skills are essential, along with a solution-oriented approach to problem-solving. The ideal candidate should have experience in proposal development and donor reporting, as well as a solid understanding of compliance requirements. Familiarity with the humanitarian sector and experience working with diverse teams are also important qualifications for this role.

Educational Background:
A bachelor's degree in a relevant field such as international development, public administration, or a related discipline is required. A master's degree is preferred and may enhance a candidate's qualifications for this position.

Experience:
Candidates should have a minimum of 5 years of experience in program management, particularly in the humanitarian or development sectors. Experience in managing cash transfer programs and working with consortiums or partnerships is highly desirable. Familiarity with donor compliance and reporting processes is also essential for this role.

Languages:
Fluency in Spanish is mandatory, given the location and target population. Proficiency in English is also required, as the role involves communication with international stakeholders and reporting to donor agencies. Additional languages relevant to the Venezuelan refugee context may be considered an asset.

This position is full-time and may involve remote work, depending on the needs of the consortium and the individual’s ability to collaborate with internal and external stakeholders. The role is critical to the success of the VenEsperanza program, which aims to provide humanitarian assistance in response to the complex crisis affecting Venezuelan refugees and migrants in Colombia.
