Job Overview:
The Head of Programme role is pivotal within DRC, focusing on ensuring compliance with organizational procedures and guidelines across Sudan. This position is integral to the development of country strategies, translating these strategies into actionable plans and daily tasks. The Head of Programme will manage program support and sector technical coordinators, overseeing country program activities while being a member of the Senior Management Team (SMT). This role involves representing DRC to various stakeholders, including authorities, UN agencies, NGOs, and partners, ensuring that DRC's mission and objectives are effectively communicated and implemented throughout the country.

Duties and Responsibilities:
The Head of Programme will be responsible for leading and managing program staff, including planning, performance management, and staff development. This includes mentoring team members through regular supervision and performance appraisals. The role also involves leading the development of programmatic strategies and ensuring the effective implementation of projects according to contracts, budgets, and donor requirements. The Head of Programme will manage senior technical advisors and provide them with guidance, ensuring quality implementation and oversight of program management. Additionally, the role requires the collection and analysis of beneficiary data, regular reporting on program activities, and maintaining effective coordination with humanitarian and development actors. The Head of Programme will also oversee the rollout of DRC’s partnership strategy, ensuring capacity building and monitoring of partners, and promoting best practices within DRC and among stakeholders.

Required Qualifications:
Candidates must possess at least 8 years of management experience, ideally as a head or senior member of a humanitarian or development organization, with a minimum of four years in East Africa. A demonstrated understanding of conflict-related displacement issues is essential, along with strong communication skills and proven diplomacy with various stakeholders. Candidates should have hands-on experience managing staff in remote locations and possess strong human resource management skills. Experience in managing budgets and multiple donor contracts is crucial, as is a background in donor contact, fundraising, and networking. Familiarity with complex crises, particularly in Sudan, is highly beneficial.

Educational Background:
A university degree in a relevant field is required for this position. A master's degree in a related field is considered beneficial and may enhance a candidate's qualifications for the role.

Experience:
The position requires significant experience, with at least 8 years in management roles within humanitarian or development programs. Candidates should have a proven track record of working in conflict-affected areas, particularly in East Africa, and should demonstrate experience in managing complex crises and displacement issues.

Languages:
Fluency in English, encompassing speaking, writing, and reading, is essential for this role. Additionally, the ability to speak Arabic is considered beneficial and may enhance communication with local stakeholders and communities.
