Job Posting Organization:
Solidarités International (SI) is an international humanitarian aid organization that has been providing assistance to populations affected by armed conflicts and natural disasters for over 40 years. The organization focuses on meeting vital needs such as access to water, food, and shelter. SI is particularly committed to combating diseases related to unsafe water, which is the leading cause of mortality worldwide. Through its interventions, SI implements expertise in the areas of access to drinking water, sanitation, hygiene promotion, as well as security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security and livelihoods. SI operates in more than 20 countries and employs a total of 2,500 people, including expatriates, national staff, permanent headquarters staff, and a few volunteers. The mission of SI in Chad and Cameroon, known as Tchameroun, merged in 2021, with coordination based in Yaoundé. The mission includes members from six departments: programs, SERA, grants, human resources, finance, and logistics, and is led by a director" style="border-bottom: 1px dotted #007bff !important;">country director. SI Tchameroun operates in the regions of Lac, Ouaddaï, and Sila in Chad, and in the Extreme-Nord region of Cameroon, with bases in N'Djamena and Yaoundé. The mission receives humanitarian funding from various sources and currently conducts emergency assistance projects, livelihood strengthening, and access to water, hygiene, and sanitation (EHA). SI has seven bases, five of which are operational, including Makary, Maroua, Baga Sola, Adré, and Goz Beïda. The coordination offices are located in Yaoundé and N'Djamena, with several living bases in the intervention regions. The budget for 2024 is approximately 7 million euros.

Job Overview:
The Logisticien.ne is responsible for implementing and supervising all logistical activities at their assigned base. This role involves organizing logistical support for programs in accordance with the procedures of Solidarités International and its donors. The Logisticien.ne is expected to contribute to the logistical aspect of developing activities and to assist the logistics teams in building their capacities. Additionally, they will support the field coordinator in implementing safety rules and will serve as the primary contact for the field coordinator and logistics coordinator regarding all logistical matters in their area of intervention. The specific challenges include the recent establishment of the Adré and Goz Beïda bases in response to the Sudanese crisis, which requires ongoing structuring of the logistics department and regulation of processes. The teams are small, and logistical skills are limited, necessitating a focus on capacity building and compliance with procedures in the initial months of the role.

Duties and Responsibilities:
The Logisticien.ne will oversee the following duties and responsibilities:
  • Implement and supervise all logistical activities at the assigned base.
  • Organize logistical support for programs while adhering to the procedures of Solidarités International and donor requirements.
  • Propose improvements and innovations in logistics to enhance operational efficiency.
  • Assist in the development of the logistics team's capabilities through training and support.
  • Collaborate with the field coordinator to ensure compliance with safety regulations.
  • Act as the main point of contact for logistical inquiries within the area of intervention.
  • Ensure the regularization and compliance of logistical procedures within the first few months of the role.
  • Strengthen the skills of logistics team members to improve overall performance.
  • Monitor and report on logistical activities and challenges to the management team.

Required Qualifications:
Candidates must possess a Master's degree in logistics management or an equivalent qualification. A successful track record of at least three years in a similar position is required. Candidates should have a comprehensive understanding of various logistical processes, including procurement, fleet management, equipment management, and stock management. Experience in operational logistics related to water, hygiene, and sanitation (EHA) is highly valued. Strong multicultural management skills, particularly with remote teams, are essential. Candidates should demonstrate organizational skills and the ability to prioritize tasks effectively. Experience in budget analysis and project management is also necessary. Excellent communication skills are a must, along with proficiency in French and knowledge of English and Arabic being advantageous.

Educational Background:
The educational background required for this position includes a Master's degree in logistics management or a related field. Equivalent qualifications may also be considered, provided they demonstrate a strong understanding of logistics principles and practices.

Experience:
The position requires a minimum of three years of relevant experience in logistics management or a similar role. Candidates should have a proven ability to manage logistical operations effectively and demonstrate experience in working within humanitarian contexts or similar environments.

Languages:
Fluency in French is mandatory for this position. Proficiency in English is considered a valuable asset, and knowledge of Arabic is also beneficial but not required.

Additional Notes:
This position is a short-term contract with a duration of one year, subject to funding availability. The role is based in Adré, Chad, and involves working in challenging conditions typical of humanitarian settings. The salary for this position starts at 2,310 Euros gross per month, which includes a base salary of 2,100 Euros plus a 10% annual leave allowance paid monthly. Additionally, a monthly per diem of 600 Euros is provided. SI covers accommodation costs and travel expenses between the expatriate's home country and the place of assignment. A break system is in place, allowing for a work-to-leave ratio of 7 working days for every three months worked, with an additional day of rest for each month worked. Expatriates are provided with comprehensive health insurance covering medical expenses, including dental and optical care, as well as repatriation costs. Vaccination and necessary malaria treatment costs are reimbursed.
