Job Overview:
The position of IC Consultant for Budget Preparation Software Development is designed to provide expert technical support to the Ministry of Finance of the Republic of Serbia (MoF) in the development of a software solution aimed at enhancing program budgeting and financial planning within health institutions. The consultant will be responsible for ensuring quality control and technical oversight throughout the software development process. This role is crucial in achieving specific results, such as the implementation of program budgeting in healthcare institutions and the establishment of a structured program performance reporting system. The consultant will work closely with stakeholders to ensure that the software meets the needs of the MoF and contributes to improved financial transparency and planning in the healthcare sector. The assignment is expected to run from May 2025 to July 2026, during which the consultant will engage in various activities to support the development and implementation of the software solution.

Duties and Responsibilities:
The consultant will have a comprehensive set of duties and responsibilities, including but not limited to:
  • Conducting a thorough analysis of the current budgeting processes within health institutions to identify gaps and areas for improvement.
  • Collaborating with the Ministry of Finance and other stakeholders to define the requirements for the software solution.
  • Providing technical guidance and oversight during the software development lifecycle, ensuring that the solution aligns with best practices in program budgeting and financial planning.
  • Developing and implementing quality control measures to ensure the software meets the specified requirements and standards.
  • Facilitating training sessions and workshops for end-users to ensure effective utilization of the software.
  • Monitoring and evaluating the implementation of the software solution, providing feedback and recommendations for enhancements as necessary.
  • Preparing detailed reports on the progress of the project and presenting findings to relevant stakeholders.

Required Qualifications:
Candidates must possess a strong background in software development, particularly in the context of budgeting and financial planning. Required qualifications include:
  • Proven experience in developing software solutions for public sector organizations, preferably in the area of budgeting or financial management.
  • Strong understanding of program budgeting principles and practices, particularly in the healthcare sector.
  • Excellent analytical and problem-solving skills, with the ability to translate complex requirements into functional software specifications.
  • Demonstrated ability to work collaboratively with diverse stakeholders, including government officials, technical teams, and end-users.
  • Strong communication skills, both written and verbal, to effectively convey technical information to non-technical audiences.

Educational Background:
A minimum of a bachelor’s degree in computer science, information technology, finance, or a related field is required. A master’s degree in a relevant discipline is preferred and may be considered an advantage. Additional certifications in project management or software development methodologies would also be beneficial.

Experience:
Candidates should have a minimum of 5 years of relevant professional experience in software development, with a focus on budgeting and financial management systems. Experience working with government agencies or international organizations is highly desirable. Proven track record of successfully delivering software projects on time and within budget is essential.

Languages:
Fluency in English is mandatory, as all documentation and communication will be conducted in English. Knowledge of Serbian is an advantage, as it will facilitate communication with local stakeholders. Additional language skills may be considered a plus, particularly in the context of international collaboration.

This position is classified as an individual contractor role, and the contract duration is from May 2025 to July 202
  • The consultant is expected to work full-time during this period, with specific deliverables and milestones outlined in the project plan. Compensation will be commensurate with experience and qualifications, and benefits may include travel allowances and other relevant support as per UNDP policies.
