Job Overview:
The National Officer position is a critical role within the ILO's Decent Work Technical Support Team located in New Delhi. The incumbent will be responsible for delivering professional communication services that are efficient, effective, and client-oriented. This role involves the development and implementation of national and regional communication plans that align with the ILO's broader communication strategies. The National Officer will work closely with various stakeholders, including internal staff and external partners, to promote the ILO's values and principles. The position requires a proactive approach to communication, ensuring that the ILO's messages are effectively disseminated to target audiences. The incumbent will also be expected to manage communication-related projects and provide guidance to junior staff, ensuring high-quality outputs that reflect the ILO's mission and objectives.

Duties and Responsibilities:
  • Provide professional services to the supervisor for the development and delivery of quality, timely, and widely accessible communication and information products and services using a range of multimedia and communication platforms.
  • Draft national communication plans in accordance with strategic priorities established by the Regional Office and headquarters.
  • Oversee and guide the work of staff performing communication and information management-related work.
  • Stay updated on world of work themes and national and regional priorities, proposing activities for the Office in line with these priorities.
  • Identify communication and information needs and provide technical advice on appropriate communication approaches and products.
  • Conduct media reviews, perform basic research and analysis, and draft briefs for the supervisor.
  • Commission, research, write, edit, and/or translate communication products, including news releases and speeches.
  • Oversee documentation services and maintain websites and databases.
  • Organize press conferences and public information events to raise awareness of the ILO’s activities. 1
  • Conduct surveys and use metrics to evaluate communication effectiveness. 1
  • Provide guidance and support for internal communications within the Office. 1
  • Represent the work unit in interagency meetings and prepare information notes on key issues. 1
  • Perform other relevant duties as assigned.

Required Qualifications:
Candidates must possess a strong understanding of communication and information management principles and concepts. They should have a good knowledge of multimedia tools to develop various communication products and be familiar with social media platforms. Additionally, candidates should have knowledge of the national media's working practices and research methodologies. Proficiency in PC software, including Microsoft Office, is essential. The ILO core competencies such as integrity, sensitivity to diversity, and client orientation are also required. Candidates should demonstrate the ability to interpret and work within applicable rules and regulations, analyze information needs, and maintain effective working relationships with stakeholders.

Educational Background:
A university degree (Bachelor’s or equivalent) in Journalism or Mass Communication is required for this position. However, equivalent work experience may be considered in lieu of a university degree, as outlined in the job description. Candidates without a university degree may substitute their education with relevant work experience, with specific equivalencies provided for those with secondary school completion and additional relevant experience or post-secondary diplomas.

Experience:
A minimum of two years of professional work experience in communication or information management is required for this position. This experience should demonstrate the candidate's ability to effectively manage communication projects and deliver high-quality outputs in a timely manner. Candidates should also have experience working in a multicultural environment and managing competing priorities.

Languages:
The position requires an excellent command of English, as it is the primary language of communication within the ILO. A working knowledge of Hindi is also essential, and knowledge of any local Indian languages will be considered an added advantage. This linguistic proficiency will enable the incumbent to effectively engage with diverse audiences and stakeholders.

Additional Notes:
This position is classified as a short-term contract and is graded at the NOA level. The recruitment process is subject to specific local recruitment and eligibility criteria, with both ILO internal and external candidates eligible to apply. The entry-level salary for this position is INR 2,352,397 yearly, which includes deductions for medical and pension.
