Job Overview:
The National Officer position is designed to support the ILO's efforts in addressing the socio-economic challenges faced by Lebanon, particularly in the aftermath of the ongoing crises. The incumbent will be responsible for implementing the European Commission-supported project aimed at improving living conditions and resilience among refugees and vulnerable communities. This role requires a proactive approach to assess and enhance the capacity of local staff, contractors, and government counterparts, ensuring that employment-related services and skills training are effectively delivered. The National Officer will work closely with various stakeholders to align project interventions with community needs, monitor project activities, and ensure compliance with labor laws and decent work principles. The position demands a strong commitment to fostering sustainable employment opportunities and enhancing the skills of individuals in the affected communities.

Duties and Responsibilities:
  • Assess the capacity of staff, contractors, and government counterparts involved in Employment Intensive Infrastructure Program (EIIP) projects, providing guidance on project identification and implementation.
  • Conduct site visits to monitor training conditions and ensure adherence to labor laws and decent work principles.
  • Collaborate with technical officers and government counterparts to expedite project implementation and meet targets.
  • Tailor project interventions to align with community needs, ensuring links with social protection beneficiaries.
  • Develop technical documents for the selection of external consultants and evaluate proposals related to EIIP interventions.
  • Provide technical guidance on safety and environmental safeguards during project implementation.
  • Review contractors' work programs and ensure compliance with employment creation objectives.
  • Participate in training sessions and workshops to enhance skills development among beneficiaries.
  • Inspect construction sites for compliance with occupational health and safety standards. 1
  • Represent the ILO in relevant meetings and community sensitization efforts. 1
  • Perform any other duties assigned by the supervisor.

Required Qualifications:
Candidates must possess a first-level university degree in Civil Engineering, with an advanced degree in a relevant field being a strong advantage. Complementary studies in green construction technologies are desirable. Candidates should demonstrate excellent knowledge of English and Arabic, with a strong understanding of the local context and challenges in Lebanon's labor market. Additionally, candidates should have a good grasp of on-site training modalities and skills development, as well as knowledge of water systems and construction technologies.

Educational Background:
A first-level university degree in Civil Engineering is required for this position. An advanced degree in a relevant field would be considered a strong advantage, particularly if it includes complementary studies in green construction technologies. This educational background is essential to ensure that the candidate possesses the necessary technical knowledge and skills to effectively contribute to the ILO's projects in Lebanon.

Experience:
Candidates should have at least one year of professional experience at the national level in civil works supervision and water sanitation activities. Proven experience working with government bodies and development partners is an asset. Familiarity with the challenges faced in the Lebanese labor market, particularly in the context of the ongoing crises, is crucial for effectively addressing the needs of the communities served by the ILO.

Languages:
Excellent knowledge of English and Arabic is mandatory for this position. Proficiency in these languages is essential for effective communication with stakeholders, reporting, and documentation. Additional language skills may be considered an advantage but are not mandatory.

Additional Notes:
This position is a short-term contract for a duration of 9 months, with the possibility of extension based on the availability of funds and the continuing need for the functions.
