Job Overview:
The Treasurer plays a pivotal role in overseeing the financial resources of UNOPS, reporting directly to the Deputy CFO. This position is integral to the leadership team of the Finance Group, tasked with ensuring efficient and transparent management of funds while providing strategic financial advice to senior leadership. The Treasurer is responsible for managing financial transactions, investments, and the treasury budget process, ensuring compliance with organizational policies and international financial standards. This role also involves being the authority on global banking operations and managing foreign exchange risks, thereby safeguarding the financial integrity of the organization.

Duties and Responsibilities:
The Treasurer's duties encompass a wide range of responsibilities including:
  • Financial Planning and Management: Developing strategies for treasury operations, supervising budget preparation, and providing recommendations for financial stability.
  • Investment Management: Overseeing the organization’s investments, assessing portfolio performance, and leading the sourcing of external investment managers.
  • Cash Flow and Liquidity: Monitoring cash flows, ensuring adequate liquidity, and managing banking relationships.
  • Risk and Compliance Management: Ensuring compliance with financial regulations and managing risks related to currency fluctuations and market changes.
  • Reporting and Analysis: Preparing detailed financial reports for stakeholders and ensuring data accuracy.
  • Team Leadership: Establishing work plans, monitoring team performance, and fostering a positive work environment.
  • Knowledge Management: Promoting continuous improvement in financial operations and sharing best practices.

Required Qualifications:
Candidates must possess a graduate university degree in finance, business, or a related field. A combination of an undergraduate degree with two additional years of relevant work experience may be accepted. Professional accreditation in Treasury or Finance is desired, along with membership in an internationally recognized accounting or Treasury body. Financial Risk Management certification is also preferred.

Educational Background:
A graduate university degree in finance, business, or a related field is required. Alternatively, an undergraduate degree combined with two additional years of relevant work experience may be accepted. Relevant professional qualifications in Treasury or Finance, as well as Financial Risk Management certification, are desired.

Experience:
A minimum of 10 years of progressively responsible experience in treasury or banking is required, with a strong focus on Treasury instruments. Candidates should have experience with governance and control frameworks, compliance testing, and stakeholder management. A broad understanding of financial risk management and Treasury processes is essential, along with knowledge of data analytics and Treasury technology being a strong asset.

Languages:
Full working knowledge of English is mandatory. Knowledge of another official UN language or regional working language is considered an asset.

Additional Notes:
The position is a Staff Contract at level P5, with an initial fixed-term duration of one year, subject to renewal based on performance and funding availability. UNOPS officials residing in Denmark benefit from a tax exemption on salaries and emoluments.
