Job Overview:
The consultancy role is designed to support the transition of the People and Culture (P&C) Centre from four separate units into two integrated functions: HR Business Partnering and Talent Management. The consultant will be responsible for reviewing existing processes and workflows, eliminating redundancies, and creating a clear set of visualized workflows that align with the new operating model. This position is part-time and home-based, requiring the consultant to ensure that the workflows guide P&C colleagues during and after the transition, ensuring consistency and clarity throughout the process.

Duties and Responsibilities:
  • Conduct a structured review of all current P&C workflows across functions.
  • Facilitate short working sessions with focal points to validate steps, identify pain points, and clarify ownership in the new structure.
  • Produce a set of simplified, visualized workflows that show process purpose, key processes and flows, decision points, roles and responsibilities, and handover points among HRBP, Talent Management, and the Coordination Pillar.
  • Develop a recommended platform for hosting these workflows, such as SharePoint or Power Apps.
  • Deliver a final workflow library, along with a transition-ready deck summarizing key changes and a communication plan outlining the centre’s new structure and support across the division.
  • Ensure all deliverables are achieved within specified timelines, including planning and review of existing workflows, validation sessions, draft visualizations, feedback rounds, and final handover.

Required Qualifications:
• Advanced university degree in Human Resources, Organizational Development, Public Administration, or a related field. • Minimum 5–7 years of experience in HR operations, organizational design, business process mapping, or change management. • Demonstrated experience in developing workflow visualizations for large organizations. • Strong HR process knowledge, including recruitment, onboarding, entitlements, and staff services. • Proficiency with visualization tools and SharePoint. • Ability to run focused consultations and draw out clear workflows from multiple stakeholders. • Strong communication skills; ability to produce concise, user-friendly process maps. • Ability to work independently and deliver to tight timelines.

Educational Background:
Candidates must possess an advanced university degree in Human Resources, Organizational Development, Public Administration, or a related field. This educational background is essential for understanding the complexities of HR operations and organizational design, which are critical for the successful execution of the consultancy role.

Experience:
The position requires a minimum of 5–7 years of relevant experience in HR operations, organizational design, business process mapping, or change management. Candidates should have experience supporting organizational transitions, restructuring, or HR service delivery model changes, particularly within UN operations or similar large, matrixed organizations. A proven record in simplifying complex processes into user-friendly formats is also essential.

Languages:
Fluency in English is required for this position. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is considered an asset, enhancing the consultant's ability to communicate effectively within the diverse UNICEF environment.

This consultancy is part-time and home-based, allowing for flexibility in work arrangements. Candidates are required to submit a cover letter/application, a daily rate and all-inclusive lump sum for the consultancy, at least three reference contacts, and a copy of their highest diploma.
