Job Overview:
The Budget Specialist position at UN Women is crucial for ensuring effective budget management and financial resource allocation in alignment with the organization's strategic objectives. The role involves providing technical support in budget planning, preparation, allocation, management, and monitoring to ensure the optimal utilization of financial resources. The Budget Specialist will work closely with the Chief of Budget and collaborate with finance units and program colleagues to ensure compliance with UN Women’s financial regulations and policies. This position requires a strong understanding of budgetary processes and the ability to analyze financial data to facilitate informed decision-making. The incumbent will also contribute to knowledge management and capacity building within the organization, ensuring that best practices in budget management are disseminated and implemented effectively.

Duties and Responsibilities:
  • Provide technical support in budget planning, analysis, and management, including analyzing past fiscal operations, estimating revenues and expenditures, and preparing financial forecasts.
  • Offer technical support in budget monitoring, oversight, and control by identifying operational bottlenecks, establishing control mechanisms, and preparing budget modifications.
  • Provide advisory support and technical guidance, serving as a resource for budget management topics and collaborating with various departments.
  • Contribute to knowledge management and capacity building by designing learning tools and capturing best practices in resource management.
  • Perform other duties as necessary for the efficient functioning of the office and organization.

Required Qualifications:
Candidates must possess strong knowledge and expertise in budget and financial principles, planning, and management. Familiarity with complex budgetary rules and regulations, particularly those of the UN system, is essential. The role requires demonstrated business acumen, strategic skills, and experience in implementing budget management systems and policy design.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in Financial Management, Economics, Business, Public Administration, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of five years of relevant experience in financial planning, budget management, and operations is required, with at least three years in a large international or corporate organization, preferably within the UN system. Experience with ERP financial systems, such as Oracle Cloud or SAP, and providing financial support to programs/projects is essential. Familiarity with office software packages and online management systems is also required.

Languages:
Fluency in English is mandatory. Knowledge of another official UN language (French, Arabic, Chinese, Russian, or Spanish) is desirable and considered an asset.

Additional Notes:
This position is currently based in New York, but there may be a requirement for relocation depending on organizational needs. The successful candidate may need to commence duty at their current location temporarily and will be expected to relocate within 60 days if the duty station changes.
