Job Overview: The International Consultant for Knowledge Management will play a crucial role in supporting UN Women ECARO in designing a structured and innovative Knowledge Management (KM) system. This position requires extensive experience in knowledge management, learning, and digital knowledge-sharing platforms. The consultant will work under the direct supervision of the ECARO Strategic Planning and Knowledge Management Specialist and will coordinate with the ECARO KM Task Force. The primary objective is to develop a KM system that maps existing knowledge resources, integrates KM into the new ECARO Strategic Note (2026-2029), standardizes KM services, enhances knowledge repository infrastructure, and ensures synergies between thematic areas and Communities of Practice (CoPs). The consultant will also be responsible for developing a comprehensive KM Plan that aligns with ECARO's thematic priorities and positions it as a Knowledge Hub for Gender Equality and Women's Empowerment (GEWE).
Duties and Responsibilities:
Conduct a desk review of UN Women’s corporate KM strategies, functional reviews, audits, and assessments related to knowledge management, learning, and data systems.
Review KM strategies of other UN agencies and organizations to identify best practices, gaps, and recommendations.
Map existing knowledge resources, data repositories, and thematic knowledge-sharing mechanisms at Country Office (CO) and Regional Office (RO) levels.
Hold consultations with ECARO thematic teams and selected COs to identify KM priorities and service lines.
Develop a comprehensive KM Plan that includes strategic KM priorities, structured learning mechanisms, and an external-facing KM approach.
Create a structured, user-friendly internal KM system with centralized repositories and improved searchability.
Conduct webinars on KM for COs and provide recommendations for their Strategic Notes.
Develop a repository of learning materials on KM best practices.
Ensure effective measurement of knowledge generation, dissemination, and application through performance indicators and metrics. 1
Develop Terms of Reference for a regional KM Board to oversee the implementation of the KM Plan.
Minimum 7 years of experience in knowledge management, organizational learning, or institutional knowledge strategy at the regional or global level.
Proven experience in developing KM strategies for development organizations.
Strong understanding of gender-responsive KM and GEWE frameworks.
Expertise in digital knowledge repositories and learning platforms (SharePoint, Teams, Viva Engage).
Experience in facilitating CoPs and thematic knowledge-sharing.
Strong analytical, facilitation, and communication skills.
Experience working with UN agencies is an asset.
Educational Background: Candidates must possess at least a Master’s degree in relevant fields such as international relations, gender studies, sociology, business administration, economics, law, or other related disciplines. This educational background is essential to ensure that the consultant has a solid understanding of the complexities surrounding gender equality and women's empowerment, as well as the necessary analytical and strategic skills required for the role.
Experience: The position requires a minimum of 7 years of experience in knowledge management, organizational learning, or institutional knowledge strategy at either the regional or global level. Candidates should have a proven track record in developing knowledge management strategies specifically for development organizations. This experience should demonstrate a strong understanding of gender-responsive knowledge management and frameworks related to gender equality and women's empowerment. Additionally, expertise in digital knowledge repositories and learning platforms, as well as experience in facilitating Communities of Practice (CoPs) and thematic knowledge-sharing, is highly desirable.
Languages: Fluency in English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly those relevant to the regions in which UN Women operates, as this could enhance communication and collaboration with diverse stakeholders.
Additional Notes: This consultancy is home-based, allowing for flexibility in work arrangements. The contract duration is expected to span from the inception of the project until the final report is due on 1 November 202
The consultant will be compensated based on the deliverables outlined in the contract, with specific payment schedules tied to the completion of key milestones. The position is designed to engage with various stakeholders, including UN agencies, civil society organizations, and academic institutions, to ensure a comprehensive approach to knowledge management that aligns with UN Women’s mission and values.
