Job Overview:
The Finance Support Services position is crucial for the effective financial management of the IOM mission's activities in Istanbul. The incumbent will work under the direct supervision of the National Finance Officer and the overall supervision of the Resources Management Officer based in Ankara. This role involves providing comprehensive finance support services, ensuring that all financial transactions are processed accurately and efficiently. The incumbent will be responsible for preparing payment requests, verifying support documents, entering transactions into the WAVE system, and reconciling vendor accounts. Additionally, the role requires monitoring bank balances, ensuring timely payments, and maintaining proper records of financial documents. The Finance Support Services position is integral to the mission's operations, requiring collaboration with various departments to manage financial resources effectively and support the overall objectives of the IOM.

Duties and Responsibilities:
The incumbent will be tasked with a variety of duties, including but not limited to: preparing payment requests with proper verification of support documents; entering transactions in the WAVE system; reconciling and reviewing payable/receivable vendor accounts; ensuring timely clearing procedures according to contracts or purchase orders; following up on outstanding advances; monitoring commitments due for clearance; managing bank transactions and balances; ensuring timely and efficient financial transactions; maintaining accurate records of financial documents; preparing weekly payment schedules in coordination with other departments; calculating operational advance needs; disbursing cash payments to beneficiaries; conducting weekly cash counts; and performing any other related duties as assigned. This role requires a proactive approach to financial management and a commitment to adhering to IOM's accounting rules and procedures.

Required Qualifications:
Candidates must possess a Bachelor’s degree, preferably in Accounting or Business Administration. Professional certification as a Chartered Accountant or Certified Public Accountant is highly regarded. An equivalent combination of relevant training and field experience, particularly in IOM accounting systems, is also acceptable. Candidates should have at least two years of finance and accounting experience, demonstrating a solid understanding of financial principles and practices.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in a relevant field such as Accounting or Business Administration. Candidates with professional certifications, such as Chartered Accountant or Certified Public Accountant, will be given preference. It is essential that the educational qualifications are from accredited universities recognized in the UNESCO World Higher Education Database.

Experience:
The position requires candidates to have a minimum of two years of relevant experience in finance and accounting. Familiarity with IOM accounting systems and ORACLE software is a distinct advantage. Candidates should demonstrate the ability to prepare clear and concise reports, analyze and interpret financial data, and possess a high level of computer literacy, particularly in IOM computerized accounting systems and MS Office applications, especially Excel.

Languages:
Fluency in English and Turkish is mandatory for this position. Knowledge of IOM's official languages, which include English, French, and Spanish, is beneficial. Proficiency in these languages will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the language requirements effectively.

Additional Notes:
This position is subject to local recruitment, meaning only candidates holding a valid residence and work permit for Türkiye will be considered. The appointment will depend on the candidate's medical fitness for the role, verification of residency, visa, and necessary authorizations by the relevant government authorities. The selection process may also be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months.
