Job Overview: The National Consultant for Gender Statistics will play a crucial role in supporting UN Women Albania's efforts to enhance gender data collection and analysis. This position involves collaborating with national institutions such as INSTAT to assess and improve administrative data related to gender statistics. The consultant will be responsible for mapping and compiling indicators, developing frameworks for monitoring gender equality, and providing technical support for training on gender statistics. The role requires a strong understanding of gender issues and the ability to adapt international standards to the local context. The consultant will work closely with the UN Women project team and will report directly to the Head of Programme and the Project Manager.
Duties and Responsibilities: The consultant's duties include:
Assessing administrative data related to gender statistics at national and local levels in collaboration with INSTAT and other institutions.
Mapping and compiling additional indicators and new levels of data disaggregation from existing social and economic surveys.
Developing a National and Local Priority Gender Equality Indicators framework for effective monitoring and reporting on progress towards gender equality.
Providing technical support in the development of Gender Statistics Training Curricula tailored to Albania's specific needs.
Supporting the development of the care economy study, including data analysis and policy mapping.
Developing knowledge products about gender equality in Albania, including validation and compilation of data and indicators. 1
Supporting other gender data-related activities as requested by the office.
Required Qualifications: The position requires a Master's degree in economy, statistics, or a related field. Strong analytical and data interpretation skills are essential. The consultant should possess proven research, analytical, and drafting skills, as well as the ability to interact effectively with various public stakeholders in the data and statistics area. Excellent writing skills in both Albanian and English are mandatory. The consultant should approach work with energy and a positive attitude, demonstrating the ability to organize work efficiently and manage multiple tasks.
Educational Background: Candidates must hold a Master's degree in a relevant field such as economy, statistics, or a related discipline. A strong foundation in analytical and data interpretation skills is considered an asset for this role, as it will enhance the consultant's ability to perform the required tasks effectively.
Experience: A minimum of 7 years of experience in data and statistics is required, with at least 5 years of professional experience specifically in data science, gender analysis, and statistics. Experience in preparing training modules and delivering training on social issues is also necessary. Previous experience with international organizations will be considered an advantage, as it demonstrates familiarity with global standards and practices in gender equality and data collection.
Languages: Fluency in spoken and written English and Albanian is required for this position. Proficiency in additional languages may be considered an asset, but the primary requirement is strong communication skills in both of the specified languages.
Additional Notes: This consultancy is home-based, allowing for flexibility in work arrangements. The consultant will be expected to liaise closely with the UN Women Albania project team.
