In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment: > Division for the Advancement of Women (DAW) > International Research and Training Institute for the Advancement of Women (INSTRAW) > Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI) > United Nations Development Fund for Women (UNIFEM) The main roles of UN Women are: > To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms. > To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society. > To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

The WPHF has supported nearly 1000 civil society organizations in 41 countries since its inception, demonstrating its commitment to fostering women's rights and participation in development, human rights, and peace initiatives.

Job Overview:
The Programme Analyst position at UN Women involves facilitating the implementation and management of the Women's Peace and Humanitarian Fund's portfolio across multiple regions, including Europe, Asia, the Pacific, Latin America, and the Caribbean. The role requires providing substantive inputs to advocacy, knowledge building, reporting, and partnerships related to women, peace, security" style="border-bottom: 1px dotted #007bff !important;">security, and humanitarian action. The Programme Analyst will work closely with the WPHF Programmes and operations team, as well as with Management Entities and civil society organizations, to ensure successful program implementation. This position is critical in supporting the Fund's initiatives and ensuring that women's voices and needs are prioritized in peace and humanitarian efforts. The Programme Analyst will also contribute to the development of funding allocations and initiatives, provide technical support for proposal evaluations, and assist in monitoring and reporting on the Fund's activities.

Duties and Responsibilities:
  • Contribute technically to the development of funding allocations and initiatives for the Fund’s portfolio in the specified regions, including providing inputs for the design and formulation of funding allocations under the Regular Funding Cycle.
  • Support the implementation and management of the Fund’s portfolio by coordinating Calls for Proposals, reviewing and evaluating proposals, and monitoring the implementation of funded projects.
  • Provide technical assistance and capacity development support to Management Entities and partners, identifying opportunities for training and capacity building.
  • Monitor and report on the progress of grants, track finances, and draft reports on monitoring missions and portfolio results.
  • Develop documentation for advocacy and knowledge building, coordinate meetings and events, and participate in public information events with stakeholders.
  • Perform other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Candidates should demonstrate strong program formulation, implementation, monitoring, and evaluation skills, along with good analytical abilities and knowledge of Results Based Management. The ability to gather and interpret data, identify trends, and present findings is essential.

Educational Background:
A Master’s degree in social sciences, human rights, gender/women's studies, international development, or a related field is required. A first-level university degree may be accepted with additional qualifying experience.

Experience:
At least 2 years of progressively responsible work experience in program/project implementation, coordination, monitoring, and evaluation is required. Candidates should have experience with programs implemented in Europe, Asia, the Pacific, Latin America, and the Caribbean, as well as experience related to women, peace, and security and humanitarian action. Familiarity with global and complex multi-partner funds and programs is also necessary.

Languages:
Fluency in English is required, and knowledge of Spanish is desirable. Proficiency in additional languages may be beneficial for the role.
