In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment:
> Division for the Advancement of Women (DAW)
> International Research and Training Institute for the Advancement of Women (INSTRAW)
> Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI)
> United Nations Development Fund for Women (UNIFEM)
The main roles of UN Women are:
> To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms.
> To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society.
> To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview: The Human Resource (HR) Associate position is crucial for the administrative and logistical support of recruitment, placement, benefits administration, and other HR-related functions within UN Women. The HR Associate will work under the supervision of the Regional HR Business Partner and collaborate closely with the HR Team to ensure compliance with UN Women’s rules and regulations. The role involves providing general HR information to management and staff, managing operational requirements, and preparing written responses to HR-related queries. The HR Associate will also be responsible for maintaining HR data, facilitating recruitment processes, and supporting staff performance management and learning and development initiatives. This position requires a proactive approach to HR administration and a commitment to fostering a diverse and inclusive workplace.
Duties and Responsibilities:
Administer and implement HR strategies and policies in compliance with UN Women rules and regulations, providing information to management and staff, and managing operational requirements.
Provide HR administrative and logistical services, including processing correspondence, maintaining records, managing leave, and facilitating staff separation processes.
Facilitate recruitment processes by drafting job descriptions, screening candidates, and preparing recruitment documentation.
Support staff performance management and learning and development by monitoring compliance with performance appraisals and facilitating learning plans.
Maintain HR data and generate reports, ensuring confidentiality and compliance with UN Women policies.
Organize training courses and workshops, and liaise with HR headquarters on various HR matters.
Perform other duties as necessary for the efficient functioning of the office.
Required Qualifications: Completion of secondary education is required, with a Bachelor’s degree in HR, Business, or Public Administration considered an asset. Strong knowledge of HR administration, processes, and policies is essential, along with the ability to handle confidential information and execute administrative processes. Good quantitative skills and strong IT skills are also required, as well as the ability to support the implementation of HR initiatives and different contractual modalities.
Educational Background: The position requires at least secondary education, with a Bachelor’s degree in Human Resources, Business Administration, or Public Administration being advantageous. This educational background provides the foundational knowledge necessary for effective HR management and administration.
Experience: Candidates must have at least 6 years of relevant experience in office administration and/or human resource management. Experience with computer software packages such as MS Word and Excel, as well as familiarity with web-based management systems, is required. Working experience within the UN System, embassies, or NGOs is desirable, along with experience using modern web-based ERP systems like Oracle Cloud, Atlas, or Quantum.
Languages: Fluency in English and Spanish is mandatory for this position. A working knowledge of French and/or Portuguese is desirable, and knowledge of another official UN language is also considered an asset, reflecting the diverse linguistic environment of UN Women.
