Job Overview: The Human Rights Officer position is situated within the Methodology, Learning, Policy and Practice Section (MLPPS) of the Global Operations Division at the OHCHR. The incumbent will play a crucial role in supporting the application of effective methodologies for implementing human rights, particularly in the context of the Multinational security" style="border-bottom: 1px dotted #007bff !important;">Security Support Mission in Haiti (MSS). This role involves advising military and police forces on integrating human rights into their operational directives and tools, developing training materials, and providing guidance to Member States on human rights training programs. The officer will also coordinate lessons learned and good practices initiatives, thereby fostering respect for human rights within military and police operations. The position requires a deep understanding of human rights issues and the ability to work collaboratively with various stakeholders to promote human rights standards in complex environments.
Duties and Responsibilities: The incumbent will be responsible for a range of duties, including:
Supporting the application of effective methodologies for implementing human rights in the context of the MSS, focusing on military and police forces.
Advising Member States and security forces on integrating human rights aspects into policy and operational directives.
Developing training materials on human rights for personnel deployed to the MSS and providing training to military and police trainers.
Offering expert guidance to Member States to enhance their national training programs on human rights.
Strengthening partnerships with regional and national peacekeeping centers and security institutions.
Conducting in-depth studies on human rights issues and providing recommendations for addressing them.
Performing other related duties as required to support the mission's objectives.
Required Qualifications: Candidates must possess a strong understanding of human rights issues, including the ability to evaluate and integrate information from various sources. They should demonstrate knowledge of institutional mandates of human rights organizations and prevailing policies. The ability to conduct in-depth studies and reach conclusions on human rights problems is essential. Candidates should also have experience in training civil authorities and advocacy groups, as well as a commitment to incorporating gender perspectives in their work. Professionalism, effective communication, and teamwork are critical competencies for this role.
Educational Background: An advanced university degree (Master’s degree or equivalent) in law or a related discipline is required. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. This educational background is essential to ensure that candidates have the necessary theoretical knowledge and analytical skills to address complex human rights issues effectively.
Experience: A minimum of seven years of progressively responsible experience in human rights, peace and security, or a related field is required. This experience must include at least four years at the international level. Candidates with experience working in the United Nations or other intergovernmental organizations at the country level are preferred. Additionally, experience in developing methodological tools, guidelines, and training materials, as well as in human rights monitoring and reporting, is desirable. This level of experience is crucial for understanding the complexities of human rights in various operational contexts.
Languages: Fluency in English, both oral and written, is required for this position. Knowledge of French, another working language of the United Nations, is an advantage. Proficiency in additional UN official languages is also beneficial, as it enhances communication with diverse stakeholders and contributes to the effectiveness of the role.
