Job Overview: The Senior Budget Officer (Results-Based Budgeting (RBB)) will play a pivotal role in the Budget Division of the Department of Financial and Administrative Management (DFAM) at IOM. This position is crucial for advancing the implementation of Results-Based Budgeting across the organization. The incumbent will provide technical expertise, coordination, and analytical support to strengthen the integration of planning, budgeting, and performance reporting at the institutional level. This includes contributing to the annual Programme and Budget and related documents, ensuring alignment with IOM’s Strategic Results Framework and Budget Reform objectives. The role requires reviewing and updating existing budgeting policies and procedures to incorporate results-based methodologies, facilitating consultation across various departments, and improving the design and presentation of the Programme and Budget to reflect results-based approaches. The Senior Budget Officer will also collaborate with ICT teams to integrate RBB principles into IOM’s ERP and project management systems, develop analytical models, and oversee the preparation of reports and dashboards that support management decision-making.
Duties and Responsibilities: The duties and responsibilities of the Senior Budget Officer include leading the implementation of Results-Based Budgeting across the organization, providing technical expertise and analytical support, reviewing and updating budgeting policies and procedures, facilitating consultations across departments, and improving the design of the Programme and Budget. The officer will also collaborate with ICT teams to ensure effective integration of RBB principles, develop analytical models and performance metrics, oversee budgeting workflows, prepare analytical reports and dashboards, and guide capacity-building efforts. Additionally, the officer will be responsible for developing internal guidelines and manuals to support the operationalization of RBB and perform other duties as assigned.
Required Qualifications: Candidates must possess a Master’s degree in Economics, Business Administration, or a related field from an accredited institution, along with seven years of relevant professional experience. Alternatively, a University degree in the same fields with nine years of relevant experience is acceptable. Candidates should have progressively expanding management experience in financial management, budgeting, and/or business process improvement, as well as knowledge of Results-Based Budgeting techniques and principles. Experience with RBB implementation within the UN context is a distinct advantage, along with proven experience in liaising with donors and analyzing financial documents. Candidates should also have a high level of computer literacy and experience with computerized accounting systems and software, particularly MS Office and advanced knowledge of accounting systems.
Educational Background: The educational background required for this position includes a Master’s degree in Economics, Business Administration, or a related field from an accredited institution. Accredited Universities are those listed in the UNESCO World Higher Education Database. Alternatively, a University degree in the same fields with nine years of relevant professional experience is acceptable.
Experience: Candidates should have at least seven years of relevant professional experience, with progressively expanding management experience within an international context in financial management, budgeting, and/or business process improvement. Experience and knowledge of Results-Based Budgeting techniques and principles are essential, and experience with RBB implementation within the UN context will be a distinct advantage. Proven experience in liaising with donors and analyzing financial documents is also required.
Languages: Fluency in English is required for this position, both oral and written. A working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is considered an advantage. Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position is a fixed-term contract for one year with the possibility of extension. It is classified at the P-4 grade level and is open only to internal candidates and former IOM staff members who were separated in the last 12 months due to the structural adjustment process. This selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. Candidates must be mobile and any offer made is subject to funding confirmation.
