Job Overview:
The Environmental Policy Specialist position is a consultancy role aimed at providing expert advice and support in the development and implementation of environmental policies in Sierra Leone. The specialist will work closely with various stakeholders, including government agencies, civil society organizations, and international partners, to ensure that environmental considerations are integrated into national development plans and policies. The role requires a deep understanding of environmental issues, policy frameworks, and the ability to analyze and propose solutions that align with both national priorities and international commitments. The consultant will be expected to conduct research, facilitate stakeholder consultations, and prepare reports that outline recommendations for policy improvements. This position is crucial for advancing sustainable environmental practices in Sierra Leone and ensuring compliance with global environmental standards.

Duties and Responsibilities:
The duties and responsibilities of the Environmental Policy Specialist include:
  • Conducting comprehensive assessments of existing environmental policies and regulations in Sierra Leone.
  • Engaging with stakeholders to gather input and feedback on environmental policy initiatives.
  • Developing policy briefs and recommendations based on research findings and stakeholder consultations.
  • Facilitating workshops and training sessions to build capacity among government officials and local communities regarding environmental policy implementation.
  • Collaborating with UNDP and other partners to align national policies with international environmental agreements.
  • Monitoring and evaluating the effectiveness of implemented policies and suggesting necessary adjustments.
  • Preparing detailed reports and presentations for various audiences, including government officials and international donors.
  • Providing technical assistance and guidance to government agencies in the formulation of new environmental policies.

Required Qualifications:
The required qualifications for the Environmental Policy Specialist position include:
  • A strong background in environmental science, policy, or a related field.
  • Proven experience in policy analysis, development, and implementation, particularly in the context of environmental issues.
  • Excellent research and analytical skills, with the ability to synthesize complex information into clear and actionable recommendations.
  • Strong communication and interpersonal skills, with experience in stakeholder engagement and facilitation.
  • Familiarity with international environmental frameworks and agreements, such as the Paris Agreement and the Sustainable Development Goals (SDGs).
  • Ability to work independently and manage multiple tasks effectively under tight deadlines.

Educational Background:
The educational background required for this position includes a minimum of a Master's degree in environmental science, environmental policy, sustainable development, or a related field. A Ph.D. in a relevant discipline is preferred but not mandatory. Additional certifications or training in environmental management or policy analysis will be considered an asset.

Experience:
The position requires a minimum of 5 years of professional experience in environmental policy development, analysis, or related fields. Experience working with governmental and non-governmental organizations, particularly in developing countries, is highly desirable. Familiarity with the specific environmental challenges faced by Sierra Leone and previous work in the region will be an advantage.

Languages:
Fluency in English is mandatory for this position, as all communications and documentation will be conducted in English. Knowledge of local languages spoken in Sierra Leone would be considered a valuable asset, as it may facilitate better engagement with local stakeholders and communities.

Additional Notes:
This consultancy position is for a fixed duration of 75 working days. The role is classified as an individual contractor position, and the consultant will be expected to work independently while coordinating with the UNDP office in Sierra Leone. The position is not full-time, and the consultant will have flexibility in managing their schedule to meet the deliverables outlined in the contract. Compensation will be commensurate with experience and qualifications, and the consultant will be responsible for their own taxes and benefits.
