Job Overview: The position of National Blended Finance Expert is designed to leverage financial resources to support sustainable development initiatives. The expert will be responsible for developing and implementing blended finance strategies that combine public and private funding to maximize impact. The expert will work closely with stakeholders, including government agencies, private sector partners, and civil society organizations, to identify opportunities for blended finance and to design innovative financing solutions that align with national development goals. The assignment is expected to last for 30 days, spread over a period of 3 months, during which the expert will engage in various activities aimed at enhancing the capacity of local institutions to utilize blended finance effectively.
Duties and Responsibilities: The National Blended Finance Expert will have a comprehensive set of responsibilities, including but not limited to:
Conducting assessments of existing financing mechanisms and identifying gaps in funding for sustainable development projects.
Developing blended finance strategies tailored to the specific needs of the country and its development priorities.
Collaborating with stakeholders to design and implement innovative financing solutions that leverage both public and private sector resources.
Monitoring and evaluating the effectiveness of blended finance initiatives and making recommendations for improvement.
Preparing reports and presentations to communicate findings and strategies to stakeholders.
Engaging in outreach activities to raise awareness about the potential of blended finance in achieving development objectives.
Required Qualifications: Candidates must possess a strong background in finance, economics, or a related field, with a proven track record in blended finance or innovative financing mechanisms. They should have excellent analytical skills and the ability to work collaboratively with diverse stakeholders. Strong communication and presentation skills are essential, as the expert will be required to convey complex financial concepts to non-experts. Additionally, candidates should demonstrate a commitment to sustainable development and an understanding of the challenges faced by developing countries in mobilizing financial resources.
Educational Background: A master's degree in finance, economics, international development, or a related field is required for this position. Candidates with a Ph.D. or equivalent advanced degree will be given preference. Relevant certifications in finance or project management will also be considered an asset.
Experience: The ideal candidate should have at least 5 years of professional experience in finance, with a focus on blended finance or innovative financing solutions. Experience working with international organizations, government agencies, or the private sector in developing countries is highly desirable. Proven experience in project management and stakeholder engagement is also essential.
Languages: Fluency in English is mandatory, as all communications and documentation will be conducted in English. Knowledge of additional languages, particularly local languages spoken in India, would be considered an advantage, as it may facilitate better engagement with local stakeholders.
Additional Notes: This position is offered as an individual contractor role, with a contract duration of 30 days spread over 3 months. The expert will be expected to work flexibly, coordinating with UNDP and other stakeholders as needed.
