Job Overview: The National Professional Officer position is designed to provide comprehensive support to the WHO country office in Zambia. The incumbent will play a pivotal role in ensuring that the country office operates efficiently and effectively within the framework of WHO's policies and procedures. This position requires a deep understanding of administrative and financial management, as well as the ability to navigate the complexities of the healthcare landscape in Zambia. The officer will be responsible for guiding the head of the country office on operational risks, managing human resources, and ensuring compliance with organizational standards. The role also involves representing WHO in interagency meetings and collaborating with various stakeholders to enhance the effectiveness of health programs in the country.
Duties and Responsibilities: The incumbent will perform a variety of duties, including but not limited to: providing guidance on country office operations, ensuring compliance with policies and procedures, contributing to the overall direction of the WHO country office, managing operations staff, supporting human resources planning and management, supervising administrative support staff, representing WHO in UN operations management teams, and coordinating security" style="border-bottom: 1px dotted #007bff !important;">security management. The officer will also be responsible for analyzing financial and administrative data, making recommendations, and maintaining excellent interpersonal relations with government and UN agencies. Additionally, the role requires the ability to work under pressure and manage competing priorities effectively.
Required Qualifications: Candidates must possess a university degree in a relevant field such as finance, management accountancy, human resources, or business administration. An advanced degree in business administration, management, finance, or a related field is desirable. Certification in business administration, human resources, or finance is also beneficial. Candidates should have a strong understanding of administrative, financial, and management principles, as well as the ability to analyze data and provide recommendations. Strong managerial and analytical skills are essential for success in this role.
Educational Background: The educational background required for this position includes a bachelor's degree in a relevant field. An advanced university degree (master's) in business administration, management, finance, or a related field is highly desirable. Additionally, candidates may hold diplomas or certifications in business administration, human resources, finance, or monitoring and evaluation, which would further enhance their qualifications for the role.
Experience: A minimum of five years of relevant work experience is essential for this position. This experience should include leading and performing a wide range of administrative services, including supervision of staff. Desirable experience includes working with WHO, the United Nations, or other international organizations, as well as knowledge of program management and end-to-end business processes. Experience in project management, particularly within the United Nations System or public health context, is also advantageous.
Languages: Candidates must have intermediate knowledge of English as a mandatory requirement. Additionally, a beginner's knowledge of French is considered desirable, which may enhance communication capabilities within the organization and with international partners.
Additional Notes: This position is classified as a National Professional Officer role, meaning that only applications from nationals of Zambia will be accepted. The remuneration for this position includes an annual base salary starting at ZMW 1,238,864, subject to mandatory deductions for pension contributions and health insurance.
