Job Overview: The position of Extended Term Consultant security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Country Security Specialist (CSS) is crucial for the World Bank Group's operations in Kyiv, Ukraine. The CSS will work closely with the existing Country Security Specialist and report to the regional CS Manager. This role involves advising and consulting with management in the WBG Offices, ensuring the safety and security of staff and operations. The CSS will be responsible for implementing security risk management strategies, enhancing security awareness, and developing contingency plans to address potential threats. The position requires a proactive approach to security, ensuring that the Country Office is prepared for any incidents or emergencies that may arise. The incumbent will also manage security equipment programs and liaise with local law enforcement and security officials to maintain a robust security network.
Duties and Responsibilities: The Country Security Specialist will have a comprehensive set of responsibilities, including:
Assisting in the development and oversight of the office security programs, ensuring preparedness for security incidents and disasters.
Conducting Security Risk Assessments and managing risk mitigation measures for the Country Office and field missions.
Overseeing major security equipment programs, including armored vehicles and communication devices.
Advising on security arrangements for staff visits to various locations.
Liaising with host government security and law enforcement officials.
Providing 24-hour emergency security support to WBG Country Offices.
Conducting security awareness training and briefings for staff.
Coordinating and revising the Crisis Management Plan and maintaining contingency planning materials.
Planning and executing protective operations for staff and visiting officials. 1
Managing guard force contracts and ensuring compliance with security standards.
Required Qualifications: Candidates must possess a Master's degree with at least five years of relevant experience. Alternatively, a Bachelor's degree combined with seven years of qualifying experience may be accepted. A career-level diploma from a military or police institution, along with seven years of security experience, may also be considered. Candidates should have progressive experience in security program management, preferably within an international or diplomatic organization. Proficiency in Microsoft Office applications is required, along with proven English language skills. Proficiency in Ukrainian is preferred, and candidates must be willing to travel to high-risk locations on short notice.
Educational Background: The educational requirements for this position include a Master's degree in a relevant field, such as security management, international relations, or a related discipline. A Bachelor's degree may be accepted in conjunction with extensive experience. Additionally, a career-level diploma from a recognized military or police institution may substitute for a Bachelor's degree, provided the candidate has significant security experience.
Experience: The ideal candidate should have a minimum of five years of progressive experience in security program management, particularly within an international or diplomatic context. This experience should demonstrate the ability to work collaboratively with security colleagues and manage complex security programs effectively. Familiarity with the security landscape in Ukraine and experience in high-risk operations are highly desirable.
Languages: Fluency in English is mandatory, with proven skills in speaking, reading, and writing. Proficiency in Ukrainian is preferred, as it will enhance communication and collaboration within the local context.
Additional Notes: This position is a one-year appointment, with the possibility of renewal at the discretion of the World Bank Group. The maximum duration for Extended Term appointments is three years. The selected candidate will be expected to work full-time and may be required to travel as part of their duties.
