Job Overview: The Site Management Project Manager will be responsible for implementing Site Management programming in Gaza, focusing on a community-based approach to assist internally displaced persons (IDPs) living in displacement sites. The role requires a deep understanding of the local context and the ability to adapt strategies as the situation evolves. The Project Manager will ensure that the Site Management sector aligns with NRC’s Protection from Violence (PfV) core competency, contributing to the development of strategies and ensuring coordination with other NRC core competencies and humanitarian actors. The position demands strong leadership and technical support for project staff, adherence to NRC policies, and the ability to innovate and promote community participation in project design and implementation.
Duties and Responsibilities: The key responsibilities of the Site Management Project Manager include providing leadership and supervision to project staff, ensuring clear roles and responsibilities, and fostering professional growth. The manager will oversee the implementation of Site Management projects, ensuring compliance with proposals, strategies, and donor requirements. They will develop and implement Standard Operating Procedures (SOPs) tailored to the context of Gaza, ensuring they are practical and adaptable. The manager will also be responsible for producing regular analytical progress reports, ensuring that projects target the most vulnerable beneficiaries, and exploring new ways to enhance protection outcomes. Additionally, the role involves capacity building for project staff and local stakeholders, liaising with local authorities and humanitarian clusters, and advocating for the rights of IDPs and returnees.
Required Qualifications: Candidates must have a minimum of 3 years of management experience in a humanitarian or recovery context, with expertise in Technical Site Management or Camp Coordination and Management. Previous emergency response experience is essential. A strong understanding of key technical standards, including IASC guidelines, protection mainstreaming, and humanitarian principles, is required. Familiarity with cluster/refugee coordination mechanisms and rights and protection issues is also necessary. Experience in complex and volatile contexts, particularly in Gaza, is advantageous, as is experience in managing and supervising staff with strong interpersonal skills. Proficiency in Microsoft Office applications is required, and fluency in English is mandatory, with Arabic being an added advantage.
