Job Overview:
The Programme Management Officer position is situated within the Office of the Executive Secretary at the ECA. This role is pivotal in leading the implementation, monitoring, and evaluation of various programs and operations within a designated functional area. The officer will report directly to the Chief of Staff and is expected to provide high-level technical and operational guidance to Sub-Regional Offices (SROs). The primary focus will be on ensuring that the activities align with ECA's strategic objectives while proactively identifying opportunities for regional impact and policy influence. The officer will also be responsible for developing and evaluating assigned programs/projects, conducting research and analysis, coordinating policy development, and organizing outreach activities. This position requires a strong commitment to advancing Africa's development priorities and fostering collaboration among various stakeholders.

Duties and Responsibilities:
The Programme Management Officer will undertake a comprehensive set of responsibilities, including:
  • Providing high-level technical and operational guidance to Sub-Regional Offices (SROs) to ensure alignment with ECA's strategic objectives.
  • Acting as the senior liaison between the Office of the Chief of Staff and SROs, facilitating strategic dialogue and collaboration.
  • Establishing accountability frameworks and implementing performance-tracking systems to monitor progress on key deliverables.
  • Developing, implementing, and evaluating assigned programs/projects, while monitoring and analyzing their development and implementation.
  • Conducting consulting assignments, planning and facilitating workshops, and assisting clients in developing action plans.
  • Researching, analyzing, and presenting information from diverse sources.
  • Coordinating policy development, including reviewing and analyzing issues and trends.
  • Generating survey initiatives and designing data collection tools.
  • Organizing and preparing written outputs, such as background papers and reports. 1
  • Providing substantive support to meetings and conferences, including proposing agenda topics and preparing documents. 1
  • Initiating and coordinating outreach activities, conducting training workshops, and making presentations. 1
  • Leading or participating in complex field missions and drafting mission summaries. 1
  • Coordinating budget-related activities and preparing related documents and reports. 1
  • Performing other duties as required.

Required Qualifications:
Candidates must possess a minimum of seven years of progressively responsible experience in project or programme management, administration, or related areas. Additionally, at least two years of experience in data analytics or related fields is desirable. The role demands a strong understanding of economic theories, principles, and applications, as well as the ability to identify and resolve issues effectively. Candidates should demonstrate professionalism, teamwork, planning and organizing skills, and a client-oriented approach. The ability to analyze and interpret data to support decision-making is crucial, along with a commitment to gender perspectives and equal participation in all areas of work.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field is required. Alternatively, a first-level university degree combined with an additional two years of relevant work experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.

Experience:
The position requires a minimum of seven years of progressively responsible experience in project or programme management, administration, or related areas. Candidates should have a strong background in managing complex projects and programs, with a proven track record of successful implementation and evaluation. Experience in data analytics or related fields for at least two years is also desirable, highlighting the importance of analytical skills in this role.

Languages:
Fluency in English or French, which are the working languages of the United Nations Secretariat, is required. Knowledge of the other language is desirable. Additionally, proficiency in another UN official language is considered an advantage, reflecting the organization's commitment to linguistic diversity and effective communication across its global operations.
