Job Overview: The consultancy aims to revise the mentorship manuals for girls and boys under the Global Programme to End Child Marriage (GPECM) in Mozambique. This program, which has been active since 2016, focuses on empowering adolescents and young women while creating an enabling environment to combat child marriage. The consultant will be responsible for integrating new components into the existing manuals that address mentorship in humanitarian and conflict settings, particularly in light of Mozambique's vulnerability to natural disasters and ongoing conflicts. The consultant will conduct a desk review, stakeholder consultations, and produce revised manuals that include practical guidance for mentorship in crisis situations. The role requires a deep understanding of the challenges faced by youth in these contexts and the ability to adapt existing resources to meet their needs effectively.
Duties and Responsibilities: The consultant will undertake several key tasks, including: conducting a comprehensive desk review of best practices for adapting programs from development to humanitarian contexts; engaging with stakeholders in Mozambique and other countries to gather insights on mentorship in crisis settings; revising the current mentorship manuals to incorporate new plug-ins for humanitarian and conflict settings; proofreading and finalizing the revised manuals for distribution; presenting the new materials to stakeholders in a validation workshop; and conducting training sessions for implementing partners in targeted provinces. The consultant will also be expected to prepare detailed reports on their findings and activities throughout the consultancy period, ensuring that all deliverables are met according to the established timeline.
Required Qualifications: Candidates must possess a Master's Degree in social science, international relations, public health, gender/development studies, or a related field. They should have at least 7 years of relevant professional experience in program implementation and design related to adolescent sexual and reproductive health, youth development, and human rights in both development and humanitarian contexts. Strong communication, writing, and editing skills are essential, along with experience in drafting programmatic documents. Familiarity with UNFPA's style and experience in editing UN documents are considered assets. Knowledge of issues related to youth civic engagement and participation is also beneficial.
Educational Background: A Master's Degree in a relevant field such as social science, international relations, public health, gender studies, or development studies is required. This educational background should provide the consultant with a solid foundation in the principles and practices related to youth development and humanitarian response.
Experience: The position requires a minimum of 7 years of professional experience in relevant fields, particularly in the implementation and design of programs focused on adolescent sexual and reproductive health, youth development, and human rights. Experience in both development and humanitarian contexts is crucial, as is a proven track record of effective communication and writing skills. Familiarity with UNFPA's operational frameworks and guidelines will be advantageous.
Languages: Proficiency in both Portuguese and English is mandatory for this position. The consultant should be able to communicate effectively in both languages, as the deliverables will need to be produced in Portuguese, and consultations may involve stakeholders who speak English.

The consultant is expected to adhere to UNFPA's core competencies, including accountability, integrity, and cultural sensitivity, and must comply with confidentiality and conflict of interest rules.
