Job Overview:
The Social Behaviour Change and Communications (SBCC) Specialist will play a crucial role in the UNFPA's initiative 'Tolerância Zero! À Violência Baseada no Género', aimed at combating Sexual and Gender-Based Violence (SGBV) in Mozambique. This position is based in Maputo and involves overseeing the implementation of SBCC strategies that align with the goals of the EU and UNFPA. The Specialist will be responsible for managing a team and collaborating with various stakeholders, including government agencies, civil society organizations, and media partners. The role requires a strong focus on strategic planning, implementation, and coordination of SBCC activities, ensuring that they are effective and impactful. The Specialist will also be tasked with developing communication strategies that promote gender-equitable social norms and provide access to quality services for women and girls affected by violence. This position is integral to advancing UNFPA's mission and ensuring that the rights of individuals are respected and upheld.

Duties and Responsibilities:
The SBCC Specialist will have a comprehensive set of responsibilities, including:
  • Leading the design and implementation of the SBCC strategy for GBV prevention, ensuring alignment with EU and UNFPA guidelines.
  • Overseeing the management of SBCC project activities, ensuring compliance with project plans and budgets.
  • Developing and organizing training materials for staff and partners to enhance their capacity in SBCC methodologies.
  • Establishing and maintaining partnerships with media outlets, government agencies, and civil society to promote ethical reporting and amplify SBCC messages.
  • Utilizing data and surveys to inform targeted communication strategies and developing various media content to raise awareness about SGBV.
  • Coordinating the production and dissemination of communication materials, including social media campaigns and educational resources.
  • Monitoring and evaluating the effectiveness of SBCC interventions and providing feedback for continuous improvement.
  • Engaging in advocacy efforts to align communication with policy objectives and building strong relationships with stakeholders.

Required Qualifications:
Candidates must possess an advanced higher degree (Master’s or equivalent) in social and behavioral science, sociology, anthropology, psychology, education, communication, public relations, or a related field. Additionally, candidates should have at least five years of progressively responsible professional experience in social and behavior change, communication for development, or public advocacy. Experience in managing communication strategies and projects related to GBV, gender, and adolescent sexual and reproductive health is highly desirable. Proven management experience and familiarity with EU-funded programs are also preferred. Candidates should demonstrate strong skills in developing content for various media formats and possess a solid understanding of the complexities surrounding SGBV.

Educational Background:
The educational requirement for this position includes an advanced higher degree (Master’s or equivalent) in relevant fields such as social and behavioral science, sociology, anthropology, psychology, education, communication, or public relations. This educational background is essential for understanding the social dynamics and communication strategies necessary for effective SBCC.

Experience:
The position requires a minimum of five years of increasingly responsible professional experience in areas related to social and behavior change, communication for development, or public advocacy. Candidates should have experience in drafting and managing SBCC strategies and implementing related projects. Familiarity with GBV issues, gender equality, and adolescent sexual and reproductive health is highly desirable. Previous work experience within the UN system or with EU-funded programs is considered an asset.

Languages:
Fluency in English and Portuguese is mandatory for this position. Proficiency in these languages is essential for effective communication with diverse stakeholders and for the successful implementation of SBCC strategies.
