Job Overview:
The primary objective of the International Expert Consultant is to establish a data center and a Business Continuity Plan for hosting data collected from the 5th General Population and Housing Census (RGPH5) in Niger. This role involves ensuring that the data center of the National Institute of Statistics (INS) meets established standards by installing and commissioning equipment and software acquired for the RGPH
  • Additionally, the consultant will set up a data replication site located 140 km from Niamey to ensure high availability and prevent service outages at the main site. The consultant will also define a backup strategy and deploy a backup solution for both virtual and physical machines using Veritas Net Backup Flex 5150 Appliance. The expected outcomes of this mission include a fully compliant data center, an operational data replication site, and a comprehensive backup strategy with the deployment of VEAM Backup & Replication solutions. The mission is structured into three phases, each requiring the consultant's expertise over a total of thirty working days spread across the year 2025.

Duties and Responsibilities:
The consultant will be responsible for the following duties:
  • Assessing the current state of the INS data center and identifying necessary upgrades to meet compliance standards.
  • Installing and configuring the required hardware and software for the data center.
  • Establishing a data replication site 140 km from Niamey to ensure service continuity.
  • Developing and implementing a backup strategy for both virtual and physical machines.
  • Conducting tests and evaluations of the installed infrastructure to ensure functionality and reliability.
  • Preparing detailed reports on the progress of the project, including recommendations for ongoing training and operational improvements.
  • Collaborating with the INS management and UNFPA representatives to ensure alignment with organizational goals and standards.
  • Providing technical support and guidance throughout the project phases, ensuring that all deliverables are met on time and within budget.

Required Qualifications:
The ideal candidate must possess the following qualifications:
  • A Master's degree (Bac+5) in Computer Science, Information Technology, or IT security" style="border-bottom: 1px dotted #007bff !important;">Security.
  • Proven experience in network and IT security.
  • Demonstrated expertise in establishing data centers, with a strong portfolio of successful projects.
  • In-depth knowledge of data hosting infrastructure for population census data.
  • Experience with database management systems, particularly MySQL.
  • Fluency in French is mandatory, with practical knowledge of English considered an asset.
  • Previous work experience in Niger or similar contexts is highly desirable.

Educational Background:
Candidates must hold a Master's degree (Bac+5) in a relevant field such as Computer Science, Information Technology, or IT Security. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical skills to effectively manage the technical aspects of the data center establishment and security.

Experience:
The consultant should have substantial experience in the field of IT infrastructure and security, specifically in the deployment of data centers. A minimum of several years of relevant experience is required, with a proven track record of successful project implementation in similar roles. Experience in working with governmental or international organizations is an advantage.

Languages:
Fluency in French is mandatory for this position, as it is the primary working language. Proficiency in English is considered a valuable asset, enhancing communication and collaboration with international teams and stakeholders.

  • The consultant will be based in Niamey, with potential travel within the country. The consultant will be provided with a workspace and internet connection by the INS, but is required to use their own computing equipment (laptop and mobile phone) for daily activities. The consultant's compensation will be based on UN rates, and all activities must be budgeted accordingly.
