Job Overview:
The Representative will lead a country office team in the design and implementation of a comprehensive country programme focused on population and development, as well as sexual and reproductive health. This role involves strategic planning and management, ensuring that the programme aligns with national development agendas and addresses the needs of the most vulnerable populations. The Representative will engage with various stakeholders, including government entities, UN agencies, and civil society, to advocate for sexual and reproductive health rights and integrate these issues into broader development frameworks. The position requires a strong commitment to human rights and sustainable development, with a focus on delivering high-quality results in both development and emergency contexts.

Duties and Responsibilities:
  • Lead the strategic direction and management of the UNFPA country office, ensuring alignment with global and regional priorities.
  • Build and maintain institutional relationships with government counterparts, civil society, and other stakeholders to promote UNFPA's mandate.
  • Oversee the development and implementation of the country programme, ensuring effective resource mobilization and management.
  • Provide leadership in policy dialogue and technical assistance, particularly in humanitarian situations.
  • Represent UNFPA in inter-agency discussions and contribute to the UN reform process.
  • Ensure compliance with UNFPA policies and procedures, including financial and monitoring processes.
  • Foster a culture of performance and accountability within the country office, managing staff development and performance appraisal processes.
  • Drive advocacy efforts to raise awareness of population and development issues and their integration into national agendas.

  • Carry out any additional duties as assigned by the Regional Director.

Required Qualifications:
Candidates must possess a postgraduate university degree in disciplines such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, or Public Administration. A strong understanding of population and development issues, sexual and reproductive health, and humanitarian contexts is essential. Proven leadership skills and the ability to manage teams effectively are required, along with experience in advocacy and policy dialogue at both national and international levels. Candidates should demonstrate a commitment to the principles of the United Nations and possess excellent communication skills.

Educational Background:
A postgraduate university degree in relevant fields such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, or Public Administration is required. This educational background should provide a solid foundation for understanding the complexities of population and development issues, as well as the ability to engage in high-level policy discussions and programmatic planning.

Experience:
Candidates should have at least 15 years of progressively responsible professional experience in public administration and international development, with a minimum of 10 years specifically in the fields of population and development, sexual and reproductive health, or humanitarian work at the international level. Field experience is essential, particularly in developing or crisis contexts, and candidates should have a proven track record of leading teams to achieve high-quality results.

Languages:
Fluency in English is mandatory. Depending on the duty station, proficiency in another language such as French, Spanish, Arabic, Chinese, Russian, or Portuguese may be required. This linguistic capability is important for effective communication with diverse stakeholders and for the successful implementation of the country programme.
