Job Overview:
The Deputy Regional Director for the Asia and Pacific (APAC) Office plays a crucial role in maintaining continuous liaison with the States to which ICAO is accredited, as well as with regional civil aviation bodies and UN agencies. This position is responsible for ensuring interregional coordination and promoting the timely implementation of ICAO Standards and Recommended Practices (SARPs). The incumbent will report directly to the ICAO Regional Director and will also serve as a Regional Officer in their technical discipline. The role involves leading technical teams, providing guidance on the implementation of regional performance frameworks for safety and air navigation, and fostering partnerships with various stakeholders. The Deputy Regional Director will also supervise professional staff and act on behalf of the Regional Director in their absence, making this a pivotal leadership position within the organization.

Duties and Responsibilities:
  • Serve as a technical expert in the area of aviation, providing expert contributions to policy development and program planning.
  • Provide technical supervision and support to States and regional aviation programs.
  • Monitor global and regional developments in air navigation and analyze their impact on ICAO's planning and implementation.
  • Lead the Regional Office Technical Team, ensuring effective implementation of technical programs, including Aviation System Block Upgrades (ASBUs).
  • Coordinate activities related to the Universal Safety Oversight Audit Programme (USOAP) and Universal security" style="border-bottom: 1px dotted #007bff !important;">Security Audit Programme (USAP).
  • Manage professional and technical staff, overseeing recruitment, performance appraisal, and professional development.
  • Organize regional meetings, seminars, and workshops, promoting ICAO's initiatives and enhancing stakeholder engagement.
  • Oversee the administration and planning of the Regional Office's work, including budget preparation and resource management.
  • Contribute to the development of ICAO Plans of Action and ensure their implementation. 1
  • Perform other related duties as assigned by the Regional Director.

Required Qualifications:
Candidates must possess a thorough knowledge of ICAO's work and its role in enhancing global civil aviation safety. They should demonstrate professional competence and the ability to produce reports on technical issues. Strong communication skills, both written and verbal, are essential, as is the ability to work effectively in a multi-national and multi-cultural environment. Candidates should also exhibit leadership qualities and the ability to manage performance effectively, ensuring that staff are supported and developed in their roles.

Educational Background:
An advanced level university degree (Master’s Degree or equivalent) in an aviation-related field or a related scientific or technical discipline is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of ten years of experience in aviation-related fields, including air navigation, flight safety, and aviation security, is required. Candidates should have experience in managing civil aviation programs and high-level negotiations with government authorities, with at least five years in an international organization or dealing with cross-border aviation matters. Experience in supervising diverse teams and engaging with high-level officials is also necessary.

Languages:
Fluent reading, writing, and speaking abilities in English are essential. A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish) is desirable.

Additional Notes:
This position is a fixed-term appointment for an initial period of three years, with the first year being probationary for external candidates.
