Job Overview:
The Development Coordination Officer, Head of RCO, is a pivotal role within the UN system, responsible for providing strategic guidance and support to the UN Resident Coordinator (RC) and the UN Country Team (UNCT) in Peru. This position is integral to the implementation of the 2030 Agenda and the new generation Common Country Analysis (CCA) and UN Sustainable Development Cooperation Framework (UNSDCF). The officer will lead efforts to articulate a strategic vision for the UN's role in the country, ensuring alignment with national development goals and the principles of universality and equality. The role involves developing policy recommendations, facilitating partnerships, and coordinating joint resource mobilization efforts to support the UNSDCF. The officer will also oversee the implementation of the efficiency agenda, manage knowledge sharing, and ensure effective coordination among UN entities to deliver timely and quality support for development initiatives.

Duties and Responsibilities:
The Development Coordination Officer will undertake a variety of responsibilities, including:
  • Providing strategic guidance to the RC and UNCT for effective UN support in implementing the 2030 Agenda through the UNSDCF.
  • Leading the development of policy recommendations and facilitating decision-making processes for repositioning the UN in the country.
  • Coordinating the UNSDCF and overseeing its monitoring, evaluation, and reporting.
  • Establishing partnerships with national and international stakeholders to enhance knowledge sharing and resource mobilization.
  • Supporting the implementation of the efficiency agenda, including common premises and shared services.
  • Managing knowledge management and capacity development activities within the UN system.
  • Ensuring effective communication and collaboration among UN entities and external partners.
  • Overseeing the overall management of the RCO, including resource allocation and performance monitoring of staff.

Required Qualifications:
Candidates must possess a strong background in strategic planning, sustainable development policy, project management, or resource mobilization within the context of development cooperation. A minimum of seven years of progressively responsible experience in these areas is required, along with experience in multi-stakeholder coordination and UN inter-agency collaboration. Desirable qualifications include team leadership and management experience, as well as expertise in designing partnership strategies and promoting knowledge management. Candidates should also have experience in data analytics or related fields, which is considered an advantage.

Educational Background:
An advanced university degree (Master's degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Certification in data analytics, business analytics, or data science programs is also advantageous.

Experience:
The position requires a minimum of seven years of progressively responsible experience in relevant fields such as strategic planning, sustainable development policy, project/programme management, or resource mobilization. Candidates should have experience in multi-stakeholder coordination and UN inter-agency collaboration. Desirable experience includes team leadership, designing partnership strategies, and promoting knowledge management, as well as at least two years of experience in data analytics or related areas.

Languages:
Fluency in oral and written Spanish is required for this position, as it is the primary working language in Peru. Knowledge of English is also required, and familiarity with another official United Nations language is considered an advantage. Fluency is defined as a rating of 'fluent' in all four areas (reading, writing, speaking, understanding), while 'knowledge of' indicates a rating of 'confident' in two of the four areas.
