Job Posting Organization:
The UNOPS Bangkok Shared Service Centre (BSSC) is a Shared Services Centre (SSC) unit established to provide internal, global, cost-effective transactional services which enhance the operational capacity of UNOPS and standardize systems and procedures. The BSSC carries out high-quality transactional services within the area of personnel contract administration and payroll. It aims to support the operational needs of UNOPS while ensuring compliance with UN policies and regulations. The BSSC offers young professionals the opportunity to enter the United Nations system through crucial back office service delivery in a dynamic and development-focused work environment, providing a platform for learning and exposure to UNOPS' operations and the greater UN system.

Job Overview:
The Finance Senior Associate is responsible for the administration and implementation of operational strategies and procedures, ensuring compliance with UNOPS rules and regulations. This role involves overseeing accounting, payment verification, and approval processes, as well as financial reporting and controls. The incumbent will work closely with the Finance Manager and clients to ensure efficient implementation of financial processes and services. The position requires a client-oriented approach and the ability to deliver services within agreed deadlines while initiating corrective actions when necessary. The Finance Senior Associate will also support knowledge building and sharing within the organization, contributing to training initiatives and best practices in financial management.

Duties and Responsibilities:
  • Administration and Implementation of operational strategies and procedures: Ensure full compliance with UNOPS financial activities, develop internal Standard Operating Procedures (SOPs), and collaborate with policy owners to draft guidelines and training materials.
  • Administration for payment verification and approval: Ensure compliance of all payments with UNOPS financial rules, review Request for Payments (RFP) for accuracy, manage supporting documents, and oversee high-value payments.
  • Financial reporting and control: Prepare monthly expenditure schedules, verify financial activities, and prepare financial statements for clients.
  • Monitoring and progress control: Establish strong working relationships with stakeholders and manage communications regarding financial activities.
  • Knowledge building and sharing: Organize training initiatives, contribute to knowledge networks, and provide financial management support in the Enterprise system.

Required Qualifications:
Completion of secondary school or equivalent is required. A first level university degree (Bachelor’s Degree) or an advanced university degree (Master’s Degree) in Finance, Accounting, Business Administration, or Management is desirable and may substitute some of the required years of work experience. Specialized training in finance or accounting is also desirable.

Educational Background:
Candidates must have completed secondary education, with a preference for those holding a Bachelor’s or Master’s degree in relevant fields such as Finance or Accounting. Specialized training in finance or accounting is considered an asset.

Experience:
Candidates should have a minimum of seven (7) years of progressively responsible finance experience at the national or international level, particularly in finance-related roles. Experience with computers and office software packages (G Suite) is required, along with knowledge of spreadsheet and database packages. Experience in handling web-based management systems is desirable.

Languages:
Fluency in written and oral English is required. Knowledge of a second UN working language is desirable, enhancing communication and collaboration within the UN system.

Additional Notes:
The contract type is a Local Individual Contractor Agreement (LICA) at level LICA-7, with an open-ended duration subject to organizational requirements, availability of funds, and satisfactory performance.
