Job Overview:
The Regional security" style="border-bottom: 1px dotted #007bff !important;">Security Adviser (RSA) plays a critical role in ensuring the safety and security of UNOPS personnel, assets, and operations within the Middle East region. Reporting to both the Regional Director and the Chief of Security, the RSA is responsible for developing and implementing security strategies, conducting security risk assessments, and providing advisory support to various stakeholders. The RSA will also oversee training and awareness initiatives, manage security operations during crises, and maintain effective communication with local authorities and international organizations. This position requires a proactive approach to security management, ensuring that all personnel are well-informed and prepared for potential risks. The RSA will also be responsible for maintaining a high level of situational awareness and adapting security protocols to local conditions, thereby ensuring compliance with UN security policies and frameworks.

Duties and Responsibilities:
The duties and responsibilities of the Regional Security Adviser include but are not limited to:
  • Developing and implementing a comprehensive security strategy and plan for the region, ensuring alignment with UN security management policies.
  • Conducting routine and ad-hoc security risk assessments to identify potential threats and vulnerabilities.
  • Preparing annual work plans and budgets for security operations, ensuring compliance with UN security management policies.
  • Developing and implementing security protocols and procedures tailored to local conditions.
  • Maintaining an effective system for accounting for personnel during emergencies and ensuring timely communication of security-related information.
  • Leading security operations during crises and coordinating security arrangements for specific events and visits.
  • Advising UNOPS personnel on security matters, including travel and residential security.
  • Monitoring and reporting on security developments in the region, ensuring timely dissemination of information to relevant stakeholders.

  • Managing a team of security personnel and providing oversight to ensure compliance with policies and best practices.

Required Qualifications:
The position requires an advanced university degree (Master's Degree or equivalent) or a first-level university degree (Bachelor's Degree or equivalent) with a minimum of 9 years of relevant experience. Alternatively, a military or police senior command and staff college qualification at a senior level with a minimum of 13 years of relevant experience is acceptable. Candidates must demonstrate a strong background in international security management, with experience working with the UN security management system, governments, and security forces. Proficiency in computer skills, including Google Suite, is preferred, along with operational knowledge of the Middle East region. Candidates should also possess strong analytical and communication skills, with the ability to provide timely and accurate security advice.

Educational Background:
Candidates must possess an advanced university degree (Master's Degree or equivalent) or a first-level university degree (Bachelor's Degree or equivalent) with significant relevant experience. Alternatively, a military or police senior command and staff college qualification at a senior level with extensive relevant experience is acceptable. The educational background should reflect a strong foundation in security management, risk assessment, and crisis response.

Experience:
A minimum of 7 years of relevant experience in international security management or similar positions is required. Candidates should have demonstrated experience working with the UN security management system, coordinating security arrangements with military and police forces, and operational experience in conflict or post-conflict environments. Experience in producing Standard Operational Procedures, Security Risk Assessments, and Security Plans in accordance with UNDSS methodology is preferred. Candidates should also have a proven track record of managing security operations and responding to security incidents effectively.

Languages:
Fluency in English is required for this position. Proficiency in additional languages relevant to the region may be considered an asset, enhancing communication and collaboration with local stakeholders and partners.

Additional Notes:
The position is a staff/fixed-term contract at the P4 level, with an initial duration of one year, subject to satisfactory performance and funding availability. The role is based in Amman, Jordan, classified as a family duty station, and requires the candidate to be in good physical condition to coordinate and support emergency operations. UNOPS reserves the right to appoint a candidate at a lower level than the advertised level of the post.
