Job Overview:
The Business Intelligence (BI) Programmer/Analyst will be part of the Digital Products and Innovation (DPI) team within the Executive Directorate (EXD) of the OECD. This role involves defining technical specifications and developing, implementing, and supporting BI applications that cater to financial, HR, and other corporate areas. The successful candidate will work closely with business partners to review business needs and define BI solutions, ensuring that existing applications are improved and aligned with organizational goals. The position requires participation in project planning and lifecycle management, ensuring timely delivery of project milestones. The BI Programmer/Analyst will also be responsible for maintaining the data warehouse, verifying data accuracy, and overseeing the performance of the BI platform, while preparing documentation for operating procedures and user processes.

Duties and Responsibilities:
The primary responsibilities of the BI Programmer/Analyst include:
  • Developing, implementing, and supporting BI applications for various corporate areas, including financial and HR sectors.
  • Extracting, transforming, and loading data from various sources such as ERPs and SQL servers.
  • Modelling data marts and developing planning applications.
  • Designing roles and authorizations for data access and building operational reports and dashboards.
  • Collaborating with business owners to review needs and define BI solutions.
  • Participating in project planning and managing the project lifecycle.
  • Ensuring data accuracy and maintaining the data warehouse.
  • Coordinating testing of system modifications and managing non-regression tests.
  • Monitoring the BI platform's day-to-day operations and tuning performance. 1

  • Preparing and maintaining end-user documentation and training materials. 1
  • Contributing to horizontal working groups and undertaking related tasks as needed.

Required Qualifications:
The ideal candidate should possess a bachelor's degree in Computer Science, Information Technology, Engineering, or a related field, or equivalent practical experience. They should have a minimum of four years of experience analyzing business needs and implementing SAP BI solutions, along with at least two years of relevant project experience across the full implementation cycle. The candidate must demonstrate the ability to interact with IT specialists, develop innovative solutions, analyze data rigorously, and work in a hands-on, results-oriented environment. Familiarity with SAP BW/4HANA, SAP planning solutions, and Microsoft PowerBI is essential, while knowledge of modern data platforms and digital innovation is advantageous.

Educational Background:
A bachelor's degree in Computer Science, Information Technology, Engineering, or a relevant discipline is required. Equivalent practical experience may also be considered in lieu of formal education. The educational background should provide a solid foundation in technical skills necessary for BI application development and data analysis.

Experience:
Candidates should have a minimum of four years of experience in analyzing business needs and implementing SAP BI solutions. Additionally, at least two years of relevant project experience across the full implementation cycle is required. The ability to work collaboratively with IT specialists and develop innovative solutions is crucial, along with strong analytical and problem-solving skills.

Languages:
Fluency in one of the two OECD official languages (English and French) is mandatory, with knowledge of the other language expected to reach a good working level. Knowledge of additional languages is considered an asset, enhancing the candidate's ability to communicate in a diverse international environment.

Additional Notes:
The position offers an open-ended contract with a monthly salary starting at 6717.19 EUR, plus allowances based on eligibility, and is exempt from French income tax. The selection process includes a short video interview assessment, with panel interviews planned for May 202
