Job Overview:
The Director of Programs for Syria will play a crucial role in shaping the strategic direction of Mercy Corps' operations in the country, particularly in light of the significant political changes that have occurred. This position requires a deep understanding of the humanitarian landscape in Syria, as well as the ability to develop innovative and impactful projects that address the urgent needs of displaced populations and promote recovery and resilience. The Director will work closely with the Country Director and senior management team to translate the organization's strategy into actionable programs, ensuring that all initiatives are aligned with Mercy Corps' global Pathway To Possibility strategy. The role involves overseeing program management, driving business development efforts, and fostering a culture of learning and evidence-based practices within the organization. The Director will also be responsible for building the capacity of national staff and ensuring compliance with financial and operational policies.

Duties and Responsibilities:
The Director of Programs will have a wide range of responsibilities, including:
  • Strategy and Planning: Collaborate with senior management to develop and implement a strategic plan for Mercy Corps Syria, identifying opportunities for innovative programming and resource allocation.
  • Program Management: Oversee all program activities, ensuring timely implementation within budget and scope, while collaborating with key stakeholders, including local NGOs and government officials.
  • Business Development: Lead efforts to secure funding for programs, identifying new business opportunities and developing proposals that align with organizational strategy.
  • Team Management: Participate in recruitment and training of staff, fostering a respectful and accountable work environment, and providing ongoing coaching and mentoring.
  • Finance and Compliance Management: Ensure compliance with donor and organizational policies, managing financial resources effectively.
  • Influence and Representation: Build partnerships with stakeholders, representing Mercy Corps at meetings and conferences, and communicating project goals and achievements.

Required Qualifications:
Candidates must possess a Master's degree in international development, economics, agriculture, conflict mitigation, social sciences, or a related field. A minimum of 8 years of relevant professional experience in implementing conflict management or governance programs, particularly in transitional environments, is required. Candidates should demonstrate practical knowledge of managing diverse project portfolios and leading teams, as well as familiarity with key Mercy Corps sectors such as market development and food security. Strong business development skills, including experience in proposal writing and securing funding, are essential. Excellent cross-cultural communication skills and the ability to work effectively in conflict-affected contexts are also required.

Educational Background:
The position requires a Master's degree in a relevant field such as international development, economics, agriculture, conflict mitigation, or social sciences. This educational background is essential for understanding the complexities of humanitarian work and the socio-economic factors affecting the region.

Experience:
Candidates should have a minimum of 8 years of professional experience in relevant fields, particularly in conflict management and governance programs. Experience in transitional environments and a proven track record of managing diverse project portfolios are critical. Familiarity with the dynamics of working in conflict-affected areas, particularly in Syria, is highly desirable.

Languages:
Fluency in Arabic is preferred, as it is essential for effective communication with local stakeholders and team members. Proficiency in English is also required, as it is necessary for reporting and collaboration with international partners. Additional languages may be beneficial but are not mandatory.

Additional Notes:
This consultancy position is expected to last for twelve (12) months. The Consultant will report directly to the Syria Country Director and will work closely with various teams, including the Senior Management Team and regional directors. While there is no supervisory responsibility, the Consultant will collaborate closely with program managers and other key personnel. The role is full-time and requires a commitment to Mercy Corps' values and ethical standards, particularly regarding safeguarding and prevention of misconduct.
