Job Overview:
The Programme Specialist, Humanitarian Coordination and Gender-Based Violence (GBV) position is crucial for providing technical, operational, and coordination support to UNFPA’s Humanitarian Response and GBV in Emergencies (GBViE) programming in Myanmar. This role involves working under the supervision of the UNFPA Deputy Representative and requires a strong commitment to addressing gender-based violence and promoting women's rights in humanitarian contexts. The incumbent will be responsible for developing and implementing multi-sectoral, rights-based interventions that prevent and mitigate the impact of GBV, ensuring that the health and protection of women and girls remain central to all activities. The position also entails managing a team to deliver quality GBV services and coordinating with various stakeholders to enhance the effectiveness of humanitarian programming.

Duties and Responsibilities:
The duties and responsibilities of the Programme Specialist include:
  • Technical Support and Programming: Overseeing the planning, implementation, and monitoring of UNFPA’s humanitarian response, adapting to changing contexts, and collaborating with partners to address the needs of women and girls.
  • Partnerships and Coordination: Leading and coordinating technical assistance for GBV Technical Working Groups, ensuring effective participation and collaboration across sectors.
  • Capacity Building: Providing technical support for training and capacity building initiatives related to gender equality and GBV, ensuring integration across humanitarian and development sectors.
  • Monitoring, Evaluation, and Reporting: Collaborating with the Monitoring and Evaluation team to analyze program progress, ensuring compliance with established guidelines and reporting requirements.
  • Advocacy and Policy Development: Supporting the development of advocacy and policy documents to address GBV and gender equality issues at national and sub-national levels.

Required Qualifications:
Candidates must possess an advanced university degree in Humanitarian Assistance, Gender Studies, Social Work, Public/Community Health, Law, or a related discipline. Additionally, at least 7 years of progressively responsible professional experience in GBV coordination, program management, and gender issues in development and humanitarian contexts is required. Experience with international human rights standards and advocacy for gender and GBV-related policies is also essential. Familiarity with tools such as GBV Standard Operating Procedures and the IASC GBV Guidelines is desirable.

Educational Background:
An advanced university degree in relevant fields such as Humanitarian Assistance, Gender Studies, Social Work, Public/Community Health, Law, or other related disciplines is required for this position. This educational background is essential to understand the complexities of gender-based violence and humanitarian coordination effectively.

Experience:
The position requires at least 7 years of relevant professional experience, including significant experience in GBV coordination and program management. Candidates should have a proven track record of working on gender issues in development, particularly in humanitarian contexts, and should be familiar with international human rights standards and advocacy efforts related to gender and GBV.

Languages:
Fluency in English is mandatory for this position. Knowledge of other official UN languages is considered an asset, enhancing communication and collaboration in diverse environments.
