Job Overview:
The position of National Consultant on Innovative Solutions for Long Term Care Services is designed for an expert who will provide consultancy services to enhance the long-term care services in Albania. The consultant will be expected to analyze current practices, identify innovative solutions, and propose actionable strategies to improve the quality and accessibility of long-term care services. This role requires a deep understanding of healthcare systems, particularly in the context of aging populations and chronic care management. The consultant will work closely with UNDP and local stakeholders to ensure that the proposed solutions are culturally appropriate and sustainable. The consultant's work will contribute to the broader goals of improving health outcomes and ensuring that vulnerable populations receive the care they need.

Duties and Responsibilities:
The National Consultant will be responsible for conducting a comprehensive assessment of existing long-term care services in Albania. This includes evaluating current policies, practices, and service delivery models. The consultant will also be tasked with identifying gaps in services and areas for improvement. Additionally, the consultant will research and propose innovative solutions that can be adapted to the local context, including best practices from other countries. The consultant will facilitate workshops and discussions with stakeholders to gather input and foster collaboration. Furthermore, the consultant will prepare detailed reports and presentations to communicate findings and recommendations to UNDP and relevant government bodies. The consultant will also be expected to monitor the implementation of proposed solutions and provide ongoing support as needed.

Required Qualifications:
Candidates must possess a strong background in healthcare management, public health, or a related field. A proven track record of working on long-term care services or similar projects is essential. The consultant should have excellent analytical skills, with the ability to assess complex systems and propose innovative solutions. Strong communication and interpersonal skills are required to engage with various stakeholders effectively. Familiarity with the healthcare landscape in Albania or the Balkans is highly desirable. Additionally, candidates should demonstrate a commitment to the principles of sustainable development and social equity.

Educational Background:
A master's degree in public health, healthcare management, social sciences, or a related field is required. A PhD or equivalent advanced degree is preferred. Relevant certifications in healthcare management or policy analysis will be considered an asset. Continuous professional development in areas related to long-term care services will also be advantageous.

Experience:
The ideal candidate should have at least 5-7 years of professional experience in healthcare consulting, particularly in long-term care services. Experience working with international organizations, government agencies, or NGOs in a consultancy capacity is highly valued. The candidate should have a demonstrated ability to lead projects, manage stakeholder relationships, and deliver results within set timelines. Previous experience in Albania or the region will be a significant advantage.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Albanian is highly desirable, as it will facilitate communication with local stakeholders. Proficiency in other languages relevant to the region may also be beneficial.

Additional Notes:
This position is classified as an individual contractor role, and the consultant will be expected to work on a part-time basis, with specific deliverables outlined in the contract. The contract duration will be determined based on the project needs and the consultant's availability. Compensation will be commensurate with experience and in line with UNDP's guidelines for individual contractors. The consultant may be required to travel within Albania as part of their duties, and all travel expenses will be covered by UNDP.
