Job Overview:
The position of National Individual Consultant (IC) to develop the Clean Cooking Energy Subsector Investment Plan is crucial for advancing clean cooking solutions in Ethiopia. The assignment will span over a period of 50 working days distributed across three months, with the duty station located in Addis Ababa, Ethiopia. The consultant is expected to engage with various stakeholders, including government agencies, NGOs, and community representatives, to gather insights and data necessary for the development of the investment plan. The role requires a strong understanding of energy policies, investment strategies, and the socio-economic context of Ethiopia.

Duties and Responsibilities:
The consultant will undertake several key responsibilities, including:
  • Conducting a thorough analysis of the current clean cooking energy landscape in Ethiopia, identifying gaps and opportunities for investment.
  • Engaging with stakeholders to gather input and feedback on the investment plan, ensuring that it reflects the needs and priorities of the communities.
  • Developing a detailed investment plan that outlines strategies for financing clean cooking solutions, including potential funding sources and partnerships.
  • Preparing reports and presentations to communicate findings and recommendations to UNDP and other stakeholders.
  • Collaborating with UNDP and other partners to ensure alignment with national energy policies and strategies.
  • Providing technical expertise and guidance throughout the project lifecycle, from planning to implementation.

Required Qualifications:
Candidates must possess a strong background in energy policy, investment planning, or a related field. A proven track record of working on clean energy projects, particularly in the context of developing countries, is essential. Additionally, candidates should demonstrate strong analytical skills, the ability to engage with diverse stakeholders, and experience in project management. Familiarity with the Ethiopian energy sector and its challenges will be a significant advantage. Excellent communication skills, both written and verbal, are required to effectively convey complex information to various audiences.

Educational Background:
A minimum of a Master's degree in Energy Policy, Environmental Science, Sustainable Development, or a related field is required. Candidates with a PhD or equivalent experience in a relevant area will be given preference. Relevant certifications in project management or energy systems will also be considered an asset.

Experience:
Candidates should have at least 5 years of professional experience in the energy sector, with a focus on clean cooking solutions or renewable energy. Experience working with international organizations, government agencies, or NGOs in Ethiopia or similar contexts is highly desirable. Proven experience in developing investment plans or strategies for energy projects will be a critical factor in the selection process.

Languages:
Fluency in English is mandatory, as all reports and communications will be conducted in English. Knowledge of local languages such as Amharic will be considered an asset, as it may facilitate better engagement with local stakeholders and communities.

This position is a consultancy role with a contract duration of 50 working days over a period of three months.
