Job Overview:
The National Programme Coordinator (NPC) will play a crucial role in the Better Livelihoods and Human Capital (BLHC) Programme, which aims to improve service delivery in social protection and skills development in Cambodia. This position is integral to the implementation of the programme's second component, which focuses on enhancing employability outcomes through collaboration with employer-led Sector Skills Councils (SSCs). The NPC will be responsible for coordinating activities with various stakeholders, including industry partners, government agencies, and Technical Vocational Education and Training (TVET) institutions. The role requires a proactive approach to developing and monitoring interventions that align with the goals of the BLHC Programme, ensuring that gender-responsive frameworks are established to support the upskilling of both women and men in relevant sectors. The NPC will also be expected to provide technical guidance, manage resources effectively, and contribute to the overall success of the programme by ensuring high-quality outputs and fostering collaboration among partners.

Duties and Responsibilities:
  • Collaborate closely with partners such as the Cambodia Federation of Business Associations (CAMFEBA), Sector Skills Councils, and TVET institutions to design and revise project work plans and budgets, ensuring gender equality and non-discrimination are prioritized.
  • Assist in programming and controlling resources for the BLHC Programme, preparing budget estimates and expenditure forecasts, and recommending remedial actions based on resource monitoring.
  • Provide administrative support for sector-based skills research and facilitate consultation workshops for stakeholders.
  • Seek synergies and coordination opportunities with ILO and M-GA partners, ensuring alignment with the Decent Work Country Programme for Cambodia.
  • Draft technical inputs, terms of reference, and training materials, contributing to the review of research outputs to maintain high quality.
  • Participate in and represent the programme at conferences, seminars, and workshops, undertaking missions to project sites as needed.
  • Review and analyze work plans and reports for clarity and completeness, monitoring project progress and addressing delays.
  • Coordinate with technical officers and counterparts to expedite implementation and meet targets.
  • Provide briefings and relevant information to ILO specialists and project experts, drafting official correspondence and public information materials. 1
  • Lead the preparation of technical reports and periodic progress updates on project activities. 1
  • Perform additional duties as assigned by the Skills and Employability Specialist.

Required Qualifications:
Candidates must possess a first-level university degree in social sciences, economics, public policies, development studies, or a related field. They should have a strong understanding of the project cycle concept, results-based management principles, and the socio-economic context in Cambodia. Additionally, candidates should demonstrate sound knowledge of skills, trade, or industrial policy areas, as well as gender and social inclusion issues. Excellent drafting skills and the ability to communicate effectively in both English and Khmer are essential. Strong analytical and coordination skills are also required, along with the ability to work independently and collaboratively in a multicultural environment.

Educational Background:
The position requires a first-level university degree in relevant fields such as social sciences, economics, public policies, or development studies. This educational background is essential for understanding the complexities of social protection and skills development, as well as for engaging effectively with various stakeholders in the implementation of the BLHC Programme.

Experience:
Candidates should have at least two years of professional experience at the national level in the management, implementation, monitoring, and evaluation of development projects. Proven experience working with government bodies, industry partners, and development partners is highly desirable. Familiarity with the policy-making process and the ability to navigate the complexities of project implementation in a national context are critical for success in this role.

Languages:
Fluency in English and Khmer is mandatory for this position. Excellent communication skills in both languages are essential for effective collaboration with stakeholders and for the preparation of reports and other documentation. Knowledge of additional languages may be considered an asset but is not required.

Additional Notes:
This position is a fixed-term contract for one year, with the possibility of extension based on funding availability and performance. The entry-level salary for this position is 34,533 USD per year.
