Job Overview:
The Programme Specialist, Gender and GBV will be responsible for leading the management of Gender and GBV interventions in Mozambique, particularly in the Pemba region. This role involves ensuring effective communication and collaboration between the Sub Office in Pemba and the Country Office. The incumbent will oversee the implementation of GBV prevention and response programs, ensuring compliance with international standards and UNFPA policies.   • The Programme Specialist will also play a crucial role in capacity building, advocacy, and policy development related to GBV and gender issues, while fostering partnerships with government entities, NGOs, and civil society organizations.

Duties and Responsibilities:
The Programme Specialist will be responsible for a wide range of duties, including: 1) Technical Support and Programming: Coordinating and managing the implementation of the GBV Prevention and Response Programme, providing technical support to partners, and ensuring compliance with UNFPA policies. 2) Partnerships and Coordination: Building networks with government partners and stakeholders, facilitating collaboration on GBV initiatives, and participating in relevant forums. 3) Monitoring, Evaluation, and Reporting: Analyzing program progress, ensuring timely reporting, and conducting evaluations to measure effectiveness. 4) Management Responsibilities: Supervising and mentoring team members, ensuring adherence to organizational policies, and coordinating with various stakeholders to enhance program delivery. 5) Other Duties: Supporting emergency-related GBV programming and performing additional tasks as required by supervisors.

Required Qualifications:
Candidates must possess an advanced university degree in Women’s or Gender Studies, Social Work, Development Studies, or related fields. They should have at least 5 years of relevant professional experience in program and project management, particularly in multi-sectoral projects. Strong English language skills, both oral and written, are essential, along with knowledge of gender issues in development and GBV prevention. Familiarity with international tools and systems related to GBV is highly preferred, as is demonstrated management experience leading diverse teams.

Educational Background:
An advanced university degree in Women’s or Gender Studies, Social Work, Development Studies, or other social sciences or public/community health is required. This educational background should relate directly to gender and GBV issues, equipping candidates with the necessary knowledge and skills to effectively address these challenges in their work.

Experience:
Candidates should have a minimum of 5 years of progressively responsible experience in program and project management, particularly with large multi-sectoral projects. This experience should include designing and appraising proposals, as well as liaising with relevant project partners. Demonstrated management and oversight experience is strongly preferred, indicating the ability to lead and develop diverse teams effectively.

Languages:
Fluency in English and Portuguese is mandatory for this position. Proficiency in these languages is essential for effective communication, reporting, and collaboration with various stakeholders involved in GBV prevention and response initiatives.
