Job Overview:
The Humanitarian Programme Analyst will play a vital role in enhancing the quality of UNFPA's humanitarian response programming in Myanmar. This position involves providing technical, operational, and coordination support to ensure effective planning and management of humanitarian interventions. The analyst will work closely with the Programme Specialist for Humanitarian and Gender-Based Violence, as well as with thematic teams within UNFPA. The role requires analyzing political, social, and economic trends to inform the implementation of humanitarian activities, monitoring results, and ensuring adherence to systems and procedures. The analyst will also be responsible for establishing collaborative relationships with various stakeholders, including UN agencies and NGOs, to facilitate timely delivery of humanitarian assistance. The position emphasizes the importance of integrating emergency preparedness and response into UNFPA's work, aligning with the organization's strategic goals and commitments to gender equality and reproductive health. The analyst will contribute to the formulation of humanitarian components within the country program, monitor project activities, and provide technical support to partners, ensuring that capacity-building needs are addressed effectively. Advocacy and communication efforts will also be a key aspect of this role, as the analyst will lead the development of materials that highlight UNFPA's humanitarian work and impact.

Duties and Responsibilities:
The Humanitarian Programme Analyst will be responsible for a range of duties, including:
  • Strategic Support and Environmental Scanning: Analyze and interpret the political, social, and economic environment relevant to UNFPA activities, identifying opportunities for assistance and intervention, particularly in humanitarian contexts. Contribute to environmental scanning and provide early warning information to ensure preparedness for emergency situations. Assist in UNFPA's participation in emergency preparedness and relief efforts, maintaining close communication with the Country Office during emergencies.
  • Coordination: Establish collaborative relationships with executing agencies, experts, UN agencies, and other stakeholders to facilitate efficient delivery of humanitarian interventions. Actively participate in humanitarian-related coordination mechanisms and represent UNFPA in relevant events and meetings.
  • Technical Support and Programming: Participate in formulating humanitarian components of the country program, monitor project activities, and provide technical support to partners for effective planning, implementation, and evaluation of interventions. Identify capacity strengthening needs and facilitate training sessions for partners. Coordinate procurement and distribution of essential kits and support UNFPA's preparedness efforts.
  • Advocacy and Communication: Collaborate with communication teams to develop advocacy materials that highlight UNFPA's humanitarian work and impact. Perform other duties as assigned by UNFPA.

Required Qualifications:
The ideal candidate for the Humanitarian Programme Analyst position should possess the following qualifications:
  • Education: An advanced degree in public health, gender studies, population, demography, or related fields is required.
  • Knowledge and Experience: A minimum of two years of professional experience in development and population-related activities, including program or project management. Field experience addressing sexual and reproductive health issues in emergency and post-conflict contexts is an asset, with additional experience related to gender-based violence preferred. Knowledge of reproductive health, GBV, HIV, and protection issues in humanitarian settings is essential. Demonstrated experience in facilitating training sessions and supporting capacity strengthening of local partners is preferred. Practical experience in the design, monitoring, and evaluation of development projects is also required. Familiarity with office software packages and web-based management systems is necessary.

Educational Background:
Candidates must have an advanced degree in public health, gender studies, population, demography, or other related fields. This educational background is crucial for understanding the complexities of humanitarian programming and the specific needs of populations affected by crises.

Experience:
The position requires a minimum of two years of professional experience in development and population-related activities, including program or project management. Field experience in addressing sexual and reproductive health issues in emergency and post-conflict contexts is highly desirable, with additional experience related to gender-based violence preferred. Candidates should have practical experience in the design, monitoring, and evaluation of development projects, as well as experience in facilitating training sessions and supporting capacity strengthening of local partners.

Languages:
Fluency in oral and written English and Myanmar is essential for this position. The ability to write clearly and concisely and to compose correspondence and documents in both languages is required. Proficiency in additional languages may be considered an asset but is not mandatory.
