MONUSCO/MONUC was established in 1999 under the auspices of the UN Department of Peacekeeping Operations (DPKO). The mission's primary objective is to support the Government of the Democratic Republic of Congo (DRC) in protecting civilians and stabilizing the region. This involves a comprehensive approach that includes reducing threats from armed groups and addressing violence against civilians, including gender-based violence and violence against children. The organization aims to enhance the understanding of human rights violations and support informed policy-making for the future vetting of security" style="border-bottom: 1px dotted #007bff !important;">security forces, risk assessment, and operational planning.

Job Overview:
The logistics-officer" style="border-bottom: 1px dotted #007bff !important;">Logistics Officer will work under the direct supervision of the Mission Wide Planning Officer in the Office of Chief Mission Support Centre. The role involves planning and reviewing logistics support in accordance with UN regulations and policies. The officer will assist in preparing short, medium, and long-term plans for resource requirements, liaising with military and police contingents, and providing technical input for logistics support. The position also includes developing contingency plans for mission restructuring and coordinating logistics support plans from various units. The officer will attend planning meetings, provide feedback on logistics implementation, and act as a liaison with UN agencies and local authorities as needed. This role is crucial for ensuring effective logistics support within the mission and requires a proactive approach to problem-solving and planning.

Duties and Responsibilities:
  • Act on the advice of the MSC Planning Officer for logistics support planning and review.
  • Assist in preparing resource requirement plans for the mission.
  • Liaise with military contingents and police personnel to develop support plans.
  • Provide technical input for logistics support in accordance with UN regulations.
  • Develop contingency plans for mission drawdown and restructuring.
  • Coordinate the review of logistics support plans from Field Mission Support Units.
  • Attend planning and progress review meetings with mission clients.
  • Provide feedback on logistics support plan implementation.
  • Act as a focal point for liaising with UN agencies and local authorities. 1
  • Assume responsibility as Officer in Charge of MSC Planning if required. 1
  • Implement Key Performance Indicators for logistics support. 1
  • Perform any other duties assigned by the Chief Mission Support Officer.

Required Qualifications:
Candidates must possess strong client orientation, communication skills, creativity, ethics, integrity, planning and organizing abilities, professionalism, respect for diversity, and teamwork skills. The role requires a proactive approach to logistics planning and execution, with a focus on meeting the needs of the mission and its personnel.

Educational Background:
A relevant degree in logistics, supply chain management, business administration, or a related field is required. Advanced degrees or certifications in logistics or project management are advantageous and may enhance a candidate's profile.

Experience:
Candidates should have a minimum of 3-5 years of experience in logistics planning and support, preferably in a UN or international organization context. Experience in a conflict or post-conflict environment is highly desirable, as is familiarity with UN regulations and procedures.

Languages:
Fluency in French is mandatory, as it is the primary working language in the DRC. Knowledge of English is an asset, and familiarity with local languages such as Lingala, Kikongo, Tshiluba, and Swahili is beneficial for effective communication in the region.

Additional Notes:
The assignment is until 30 June 2025, with the possibility of extension subject to budget confirmation. The position is considered non-family duty, except in Kinshasa and Lubumbashi, which are family duty stations. Living conditions vary significantly, with basic amenities available in remote areas and higher costs in urban centers. Medical services are provided, but personnel must be up-to-date with vaccinations, and malaria prophylaxis is recommended. The unit of currency is the Congolese Franc, with the US dollar also widely accepted.
