Job Posting Organization: The position is located in the Office of the Special Envoy of the Secretary-General for Yemen (OSESGY). This office is dedicated to addressing the complex challenges faced in Yemen and works under the auspices of the United Nations. The mission of OSESGY is to facilitate a peaceful resolution to the conflict in Yemen, promote humanitarian assistance, and support the political process. Job Overview: The Associate Programme Management Officer plays a crucial role in supporting the development, implementation, and evaluation of programs and projects within the OSESGY. This position requires collaboration with key clients to ensure that projects are effectively monitored and analyzed. The officer will conduct basic research, collect and analyze data, and prepare various written outputs, including reports and analytical notes. The role also involves providing administrative support for meetings and conferences, contributing to funding activities, and assisting in human and financial resource management related to the Trust Fund. The position is designed for individuals who are proactive, detail-oriented, and capable of working under pressure while maintaining a focus on achieving results. The officer will be expected to engage in outreach activities and contribute to training workshops, making presentations on assigned topics.
Duties and Responsibilities: The Associate Programme Management Officer will be responsible for a variety of tasks, including:
Facilitating the development, implementation, and evaluation of assigned programs/projects.
Monitoring and analyzing specific aspects of program/project development and implementation.
Conducting basic research and collecting statistical data from diverse sources.
Following up on budget certifications and operational expenditures related to the Trust Fund.
Providing support for policy coordination and evaluation functions.
Assisting with human and financial resource management, including planning workshops and developing action plans.
Participating in survey initiatives and analyzing responses.
Contributing to the preparation of written outputs such as donor reports and analytical notes.
Providing administrative support for meetings and conferences. 1
Undertaking outreach activities and participating in training workshops. 1
Contributing to funding activities and preparing related documents. 1
Performing other duties as required.
Required Qualifications: Candidates must possess a strong understanding of general office and administrative support, including knowledge of administrative policies and procedures. They should demonstrate professionalism, efficiency, and a commitment to achieving results. The ideal candidate will show persistence in overcoming challenges and will be able to work calmly under pressure. Additionally, they should be capable of incorporating gender perspectives into their work and ensuring equal participation of women and men in all areas.
Educational Background: An advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a technical field is required. Alternatively, a first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. This educational background is essential for understanding the complexities of program management and administration within the UN framework.
Experience: A minimum of two years of progressively responsible experience in project/programme management, administration, or a related area is required. Candidates should have experience with the UN IPMR system and working with Umoja grant management, particularly in budget certification. Experience in establishing Secretariat trust funds and working in the Middle East is desirable, as it provides context for the challenges faced in the region.
Languages: Fluency in English and Arabic is required for this position, as these are the working languages of the UN Secretariat. Proficiency in French is also beneficial, as it may enhance communication within the organization and with international partners.
Additional Notes: This is a temporary position focused on the management of the OSESGY Trust Fund, with additional strategic planning functions. The position is currently available through June 30, 2025, with the possibility of extension based on available financial resources. Candidates should be aware that this temporary assignment does not guarantee future employment with the UN. The position may be limited to internal candidates and those based at the duty station.
