Job Overview: The Consultant Campaign Manager will play a pivotal role in overseeing the planning, implementation, and evaluation of a significant awareness campaign focused on human trafficking for forced criminality across multiple Southeast Asian countries, including Cambodia, Lao PDR, Thailand, Indonesia, the Philippines, Malaysia, and Vietnam. This position requires a strategic thinker who can develop a comprehensive campaign plan that aligns with UNODC's objectives and standards. The consultant will collaborate closely with an external production company to create impactful campaign materials and ensure their effective distribution across various media channels. The role also involves engaging with key stakeholders, including governments, NGOs, and private sector partners, to amplify the campaign's reach and foster collaborative initiatives that support its objectives. The Campaign Manager will be responsible for monitoring the campaign's progress, evaluating its impact, and preparing detailed reports that highlight key insights and recommendations for future initiatives.
Duties and Responsibilities:
Campaign Planning and Coordination: Collaborate with an external company to conduct stakeholder mapping and research for ongoing information campaigns regarding trafficking into scamming. Develop a detailed multi-country campaign plan, including timelines, deliverables, and milestones. Coordinate with UNODC teams and external partners to ensure alignment with campaign objectives. Monitor campaign implementation and liaise with external company focal points. Integrate input from UNODC experts and stakeholders throughout the campaign.
Stakeholder Engagement: Engage with key stakeholders, including governments, NGOs, and private sector organizations, to enhance the campaign's reach. Foster partnerships that support campaign objectives, particularly with regional airlines and social media companies.
Campaign Implementation: Oversee the production and distribution of campaign materials, ensuring quality and consistency. Manage the deployment of the campaign across various channels, including social media and traditional media. Support the organization of regional and national events. Coordinate with country offices to adapt campaign materials as needed.
Monitoring and Evaluation: Develop and implement a monitoring and evaluation framework to assess the campaign's impact. Collect and analyze data on campaign reach and effectiveness. Prepare regular reports on campaign progress and outcomes, culminating in a final report that evaluates the overall campaign and lessons learned.
Required Qualifications: Candidates must possess an advanced university degree (Master's degree or equivalent) in Communications, Marketing, International Relations, or a related field. Alternatively, a first-level university degree in similar fields combined with two additional years of qualifying experience may be accepted. A minimum of 10 years of experience in campaign management, public relations, or a related area is required, preferably within an international organization. Experience in managing large-scale and multi-country awareness campaigns is essential, along with project management skills to handle multiple tasks and meet deadlines. Excellent communication and interpersonal skills are mandatory, and experience working with UNODC is desirable. Knowledge of human trafficking issues and experience in advocacy or social justice campaigns is also preferred, as is experience working in Southeast Asia.
Educational Background: The position requires an advanced university degree (Master's degree or equivalent) in Communications, Marketing, International Relations, or a related field. A first-level university degree in similar fields may be accepted in combination with additional qualifying experience. This educational background is crucial for understanding the complexities of campaign management and stakeholder engagement in an international context.
Experience: The ideal candidate should have a minimum of 10 years of relevant experience in campaign management, public relations, or a related area, preferably within an international organization. Candidates should also demonstrate strong project management skills, with a proven ability to handle multiple tasks and meet tight deadlines, which is critical for the successful execution of the campaign's objectives.
Languages: Fluency in English is required for this position, along with excellent drafting and communication skills. Knowledge of French, which is one of the working languages of the United Nations Secretariat, is an advantage. Proficiency in another United Nations language would also be beneficial, enhancing the candidate's ability to engage with diverse stakeholders and contribute to the campaign's success.
