Job Overview: The Consultant for Data Analysis in Disaster Risk Reduction will play a crucial role in the project titled 'Building disaster and climate resilience to food and energy crisis in Asia and the Pacific.' The consultant will be responsible for developing training materials related to the Impact-Based Forecasting (IBF) framework and methodology, collecting geospatial data, and integrating IBF tools into the Risk and Resilience Portal (RRP). The consultant will also train stakeholders on the IBF framework and tools, ensuring that feedback is collected for further improvements. The role requires a strong understanding of software development and data analysis to effectively contribute to the project's objectives.
Duties and Responsibilities: The consultant will have several key responsibilities, including:
Developing training materials for the IBF framework and methodology, focusing on its application in the agriculture sector and addressing loss and damage.
Collecting relevant geospatial data from the Pacific region and creating a sample of IBF for the area, incorporating the latest consensus from October 202
Integrating the current IBF tool into the RRP, enhancing both front-end and back-end capabilities, and improving user interaction.
Training stakeholders on the IBF framework and Rapid IBF tools, gathering feedback for potential adjustments, and preparing documentation on tool usage.
Presenting the IBF tool used for cyclone forecasting at the PTC forum in 2026, including managing travel costs if necessary.
Creating and implementing a storyboard on IBF, ensuring it is incorporated into the RRP.
Required Qualifications: Candidates must possess an advanced degree in Computer Science or Software Development, or an equivalent qualification in computer technology. Additionally, multiple years of experience in software development, particularly in institutions with international exposure, is required. The consultant should demonstrate technical expertise in programming and open-source software, as well as proficiency in database management systems. Familiarity with languages and tools such as Ruby, Python, SQL, Drupal, Solr, CKAN, Fenix, GIS, and D3 is essential for this role.
