The operational area in North Kivu is part of a growth strategy linked to national coordination, with teams implementing various projects while conducting multi-sector assessments to secure additional funding for vulnerable populations. Currently, the base is funded by several donors, including DDC, CDCS, ECHO, and FCDO, and is implementing a multi-sector emergency assistance project for internally displaced and returning populations affected by the M23 crisis in Rutshuru and Lubero territories.
Job Overview: The primary objective of this position is to ensure the processing of accounting and financial operations, as well as the human resources tasks and procedures related to the operational base and sub-base. The role involves navigating a volatile context with logistical access challenges and establishing operations in a new area. The first two to three months will focus on actively participating in the setup of the new operational zone and developing team-building initiatives to enhance cohesion and the work atmosphere within the base and sub-base. The position requires a strong understanding of the local context and the ability to adapt to changing circumstances while maintaining a focus on the organization's mission and goals.
Duties and Responsibilities: The duties and responsibilities for this position include managing all accounting and financial operations, ensuring compliance with organizational policies and procedures, overseeing human resources functions, and supporting the operational team in various administrative tasks. The role also involves developing and implementing financial management strategies, preparing budgets, monitoring expenditures, and providing financial reports to the management team. Additionally, the position requires collaboration with other departments to ensure effective communication and coordination of activities, as well as participating in training and capacity-building initiatives for local staff. The candidate will also be responsible for maintaining accurate financial records, managing payroll processes, and ensuring timely payment of staff and suppliers. The role may require travel to field locations to support operations and assess needs on the ground.
Required Qualifications: Candidates must possess a minimum of a Bachelor's degree (BAC + 3) in one of the following fields: Accounting, Administration, Finance, Human Resources Management, or a related humanitarian field. Additionally, candidates should have experience in the humanitarian sector, with at least one experience in an emergency context, preferably in Africa. A minimum of two years of experience in similar roles within logistics, administration, or both is required, along with prior experience in team management. Candidates should demonstrate strong managerial qualities, particularly in capacity building, and have a proven ability to work in politically and security-unstable environments.
Educational Background: The educational background required for this position includes a university degree at a minimum level of BAC + 3 in relevant fields such as Accounting, Administration, Finance, Human Resources Management, or humanitarian studies. This educational foundation is essential for understanding the complexities of financial and human resource management within the context of humanitarian operations.
Experience: The position requires candidates to have a minimum of two years of relevant experience in similar roles, particularly in logistics, administration, or both. Experience in the humanitarian sector is crucial, with at least one prior experience in an emergency context, ideally in Africa. Candidates should also have experience managing teams and navigating challenging security situations, demonstrating their ability to adapt and perform effectively under pressure.
Languages: Fluency in French is mandatory, while proficiency in English and Swahili is highly appreciated. The ability to communicate effectively in these languages is essential for collaboration with diverse teams and stakeholders in the field.
Additional Notes: This is a salaried position with a gross monthly salary starting from EUR 2310, which includes a base salary of EUR 2100 plus a 10% annual leave allowance paid monthly, along with a monthly per diem of USD 80
Solidarités International covers housing costs and travel expenses between the expatriate's home country and the duty station. The position includes a work and leave rotation system, allowing for 7 working days off every three months, with an additional day of rest for each month worked. Expatriates benefit from comprehensive health insurance covering medical, surgical, dental, and ophthalmological expenses, as well as repatriation costs. Vaccination and malaria treatment costs are reimbursed. Living conditions in Goma are reported to be very good, with accommodations in a guest house, access to quality food, and opportunities for social activities. However, it is important to note that expatriates may not always be based in Goma and could be deployed to areas with different living conditions, such as Rutshuru, where security considerations are significant. Regular travel to Goma will remain possible.
