Job Overview:
The primary objective of this consultancy is to assist the National Institute of Statistics of Niger (INS-Niger), particularly the Central Bureau of Census (BCR), in establishing an IT infrastructure for the development and deployment of applications for the census. The consultant will also contribute to strengthening the capacities of BCR staff in developing Computer-Assisted Personal Interviewing (CAPI) applications for data collection. This role requires a high level of expertise in data processing and application development, with a focus on creating functional applications that facilitate the census process. The consultant will be responsible for developing methodological notes, identifying appropriate infrastructures, and supporting the training of personnel involved in the census.

Duties and Responsibilities:
The international consultant will have the following main tasks:
  • Develop a methodological note for the development of CAPI applications for the census in all its phases.
  • Identify suitable infrastructures related to the development and use of CAPI.
  • Assist in the revision and finalization of the IT system for data collection, including defining the architecture for data collection.
  • Develop applications for census agents, team leaders, supervisors, and IT personnel.
  • Support the INS's IT Unit in establishing a digital hosting infrastructure and a data collection/processing plan.
  • Assist in training census personnel.
  • Create a dashboard for monitoring and quality control of collected data.
  • Contribute to detailed reporting on the design and implementation process of CAPI.
  • Provide methodological support and training to BCR staff in CAPI development. 1
  • Contribute to improving various manuals for data collection and processing using tablets or other digital collection tools.

Required Qualifications:
The consultant must possess a higher degree in computer science with knowledge in demography and/or statistics, or a higher degree in demography or statistics, along with solid references in application development. A perfect knowledge of web technologies (PHP, JAVA, HTML, CSS, JavaScript, etc.) and mastery of the CSPro software is required. Knowledge of statistical analysis software (SPSS, STATA, SAS, etc.) would be an asset. The consultant should have at least two proven experiences in managing and supervising data processing work for the census. Fluency in French and practical knowledge of English are mandatory. Experience working in Niger is an advantage.

Educational Background:
Candidates must hold a higher education degree in computer science, demography, or statistics. This educational background should be complemented by substantial knowledge and experience in application development and data processing, particularly in the context of national censuses.

Experience:
A minimum of 10 years of relevant experience in survey and census processing is required, including at least 5 years in the development of CAPI applications and related fields. The consultant should have a good understanding of the public statistics system and experience as a trainer or designer of training programs in statistical activity management.

Languages:
Fluency in French is mandatory, while knowledge of English will be considered an advantage. The ability to communicate effectively in both languages is essential for the role, especially in preparing documentation and reports.

  • The consultant will be based in Niamey, Niger, with potential travel within the country. The deliverables include functional applications for census agents, an operational data hosting system, and a comprehensive mission report with training evaluations and operational recommendations. The consultant will work under the general coordination of the Director General of INS and the direct supervision of the Coordinator of RGPH5 and the Technical Advisor in population analysis and development from UNFPA Niger.
