Job Overview: The position of Consultant for the Atsimo Andrefana region is crucial for supporting the implementation of the National Decentralization Plan (PNDE). The consultant will be responsible for updating the Regional Development Plan (PRD) and the monograph of the Atsimo Andrefana region. This role is essential in ensuring that the region can effectively respond to development challenges by having an up-to-date planning tool. The consultant will work closely with local stakeholders to gather reliable data and facilitate the alignment of local development actions with the Sustainable Development Goals (SDGs) and the 2030 Agenda. The consultant's work will contribute to enhancing the capacity of local stakeholders and ensuring that the PRD reflects current needs and priorities.
Duties and Responsibilities: The consultant will undertake several key responsibilities, including:
Developing a comprehensive monograph for the Atsimo Andrefana region based on validated data.
Collaborating with the regional team to produce an updated monograph that reflects current socio-economic conditions.
Supporting the management of the PRD update process, ensuring stakeholder engagement and effective coordination.
Strengthening the capacity of local stakeholders regarding the 2030 Agenda, SDGs, and PNDE.
Conducting an evaluation of the previous PRD to identify successes and areas for improvement.
Raising awareness among local actors about the connections between the 2030 Agenda, SDGs, and the PRD.
Updating the PRD to align with the results of the localization of the SDGs and existing frameworks such as the State General Policy (PGE) and PNDE.
Identifying activities, planning, results, indicators, potential partners, and public investment plans.
Assisting regional teams in integrating the updated PRD with the Public Investment Program (PIP) and responsibility charter.
Required Qualifications: Candidates must possess a strong background in development planning, public policy, or a related field. They should have proven experience in working with local governments or development organizations, particularly in the context of decentralization and sustainable development. Familiarity with the Sustainable Development Goals and the 2030 Agenda is essential. The consultant should demonstrate strong analytical skills, the ability to work collaboratively with diverse stakeholders, and excellent communication skills in both written and verbal forms. Experience in conducting evaluations and assessments of development plans is highly desirable.
Educational Background: A Master's degree in Development Studies, Public Administration, Social Sciences, or a related field is required. Candidates with a Ph.D. or equivalent experience in relevant areas will be given preference. Additional certifications in project management or related fields will be considered an asset.
Experience: The ideal candidate should have at least 5 years of professional experience in development planning, policy analysis, or related fields. Experience working in Madagascar or similar contexts will be an advantage. The consultant should have a track record of successfully managing projects or consultancies that involve multi-stakeholder engagement and capacity building.
Languages: Fluency in French is mandatory, as it is the primary language of communication in Madagascar. Proficiency in English is also desirable, particularly for reporting and documentation purposes. Knowledge of local languages spoken in the Atsimo Andrefana region would be an asset.
Additional Notes: This consultancy is expected to be full-time and may involve travel within the Atsimo Andrefana region. The contract duration will be determined based on the project timeline, with an expected commitment of several months to complete the necessary updates to the monograph and PRD. Compensation will be commensurate with experience and in line with UNDP's consultancy rates. The consultant will be expected to work closely with local authorities and stakeholders to ensure the successful implementation of the project.
