Job Overview: The National Consultant for Programme Support for WPS and Humanitarian Action will be based in Cotabato City and will provide essential programmatic support to the Women, Peace, and Security (WPS) and Humanitarian Action (HA) portfolio of UN Women in the Philippines. The consultant will play a crucial role in liaising and coordinating with various partners, beneficiaries, and stakeholders to prepare administrative and logistical support for the program. The consultant will be responsible for supporting specific activities in the field, which may include administrative backstopping, disbursement of allowances to activity participants, and monitoring the submission of reports from consultants and responsible partners. The consultant will also prepare and finalize activity budgets under the guidance of technical officers, initiate procurement of necessary supplies and services, and assist in the preparation of travel documents for staff. The role requires a proactive approach to ensure timely processing of payments to vendors and consultants, as well as support for the project closure of the WPS-ASEAN program. The consultant will also be involved in updating payment records, assisting in contract amendments, and providing logistical and administrative support for ongoing activities.
Duties and Responsibilities: The duties and responsibilities of the National Consultant include:
Liaising and coordinating with partners, beneficiaries, and stakeholders to prepare administrative and logistical support for the program.
Supporting specific activities in the field, including administrative backstopping and disbursement of allowances to activity participants.
Monitoring the submission of reports from consultants and responsible partners.
Preparing and finalizing activity budgets under the guidance of responsible technical officers.
Initiating procurement of supplies, goods, and services necessary for program delivery.
Supporting the preparation of travel documents for staff, including canvassing travel fares and preparing travel authorities.
Processing payments to vendors and consultants in a timely manner.
Supporting the project closure of the WPS-ASEAN program.
Monthly updating of payments and closure of Purchase Orders (POs). 1
Assisting in the amendment of contracts for consultants and POs. 1
Providing logistical and administrative support for remaining activities of the WPS-HA, including canvassing for service requirements and preparing cash advance documents. 1
Assisting in the consolidation and review of liquidation for cash advances. 1
Preparing vehicle dispatch schedules and assisting in pre, during, and post-event tasks. 1
Arranging travel for UN Women staff and external partners. 1
Assisting in updating the procurement plan for WPS-HA. 1
Monitoring the provision of regular support in office maintenance, including ensuring timely settlement of utility bills. 1
Consolidating and reviewing documents for reimbursements. 1
Updating the filing system and online document depository.
Required Qualifications: The required qualifications for the National Consultant position include:
Completion of secondary education is required.
A Bachelor’s degree in Business or Public Administration is considered an asset.
At least 5 years of progressively responsible experience in administration or program management/support is required.
Experience working in a computer environment using multiple office software packages is essential.
Familiarity with ERP systems, preferably Oracle Cloud, is desirable.
Experience in supporting a team is also desirable.
Educational Background: The educational background required for this position includes the completion of secondary education as a minimum requirement. A Bachelor’s degree in Business or Public Administration is considered an asset and may enhance the candidate's qualifications for the role.
Experience: Candidates must have at least 5 years of progressively responsible experience in administration or program management/support. This experience should demonstrate the ability to handle various administrative tasks and support program delivery effectively. Familiarity with computer environments and the use of multiple office software packages is essential, while experience with ERP systems, particularly Oracle Cloud, is desirable. Additionally, experience in supporting a team is beneficial for this role.
Languages: Fluency in English and Filipino is required for this position. Knowledge of a BARMM language or dialect is considered desirable, as it may enhance communication with local stakeholders and beneficiaries.
