Job Overview:
The position of International Social and Environment Safeguards (SES) Consultant is crucial for ensuring that social and environmental considerations are integrated into project planning and implementation. The consultant will be responsible for assessing potential social and environmental impacts of projects, developing mitigation strategies, and ensuring compliance with international standards and best practices. The role requires a deep understanding of social and environmental safeguards, as well as the ability to engage with stakeholders, including local communities, government agencies, and other partners. The consultant will work closely with UNDP teams to provide expert advice and support in the development and implementation of safeguard frameworks, policies, and procedures. This position is expected to last from March 2025 to August 2025, during which the consultant will contribute to enhancing the sustainability and social responsibility of UNDP projects in Turkmenistan.

Duties and Responsibilities:
The consultant will be tasked with a variety of responsibilities, including but not limited to: conducting comprehensive social and environmental assessments for ongoing and upcoming projects; developing and recommending appropriate social and environmental safeguard measures; preparing reports and documentation to ensure compliance with UNDP policies and international standards; facilitating stakeholder consultations and engagement processes; providing training and capacity-building support to UNDP staff and partners on safeguard issues; monitoring and evaluating the implementation of safeguard measures; and advising on best practices and lessons learned in social and environmental safeguards. The consultant will also be expected to collaborate with other experts and stakeholders to ensure a holistic approach to project implementation.

Required Qualifications:
Candidates must possess a strong background in social and environmental safeguards, with a minimum of 5 years of relevant experience in the field. A proven track record of working with international organizations, particularly in the context of development projects, is essential. Familiarity with UNDP policies and procedures, as well as international standards such as the World Bank Safeguard Policies, is highly desirable. Strong analytical skills, excellent communication abilities, and the capacity to work effectively in a multicultural environment are also required. The consultant should demonstrate a commitment to sustainable development and social equity.

Educational Background:
A master's degree in environmental science, social sciences, international development, or a related field is required. Additional certifications or training in social and environmental safeguards, impact assessment, or related areas will be considered an asset. Candidates with a PhD in a relevant discipline may be given preference.

Experience:
The ideal candidate should have at least 5 years of professional experience in social and environmental safeguards, with a focus on project management and implementation. Experience working in Turkmenistan or similar contexts will be an advantage. The consultant should have a strong understanding of the social and environmental challenges faced in development projects and be able to provide practical solutions to address these issues.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Russian or Turkmen is considered an asset, as it will facilitate communication with local stakeholders and enhance the consultant's effectiveness in the role.

This position is offered as an individual contractor role, with a contract duration from March 2025 to August 202
  • The consultant will be expected to work full-time during this period, with flexibility in terms of location, although presence in Turkmenistan may be required for stakeholder engagement and project assessments. Compensation will be commensurate with experience and qualifications, and the consultant will be responsible for their own taxes and benefits.
