Job Overview: The position of International Consultant for the Formulation of the CBIT Project involves working closely with UNDP to develop a comprehensive project aimed at enhancing the capacity of countries to meet their obligations under the United Nations Framework Convention on Climate Change (UNFCCC). The consultant will be expected to conduct thorough assessments, engage with stakeholders, and formulate project proposals that align with national priorities and international standards. This role requires a deep understanding of climate change issues, project management skills, and the ability to work collaboratively with various partners. The consultant will also be responsible for ensuring that the project design is inclusive, sustainable, and effectively addresses the needs of the target populations.
Duties and Responsibilities:
Conduct a detailed analysis of the current climate change policies and frameworks in Mali to identify gaps and opportunities for improvement.
Engage with key stakeholders, including government officials, civil society organizations, and local communities, to gather input and ensure their perspectives are integrated into the project design.
Develop a comprehensive project proposal that outlines objectives, activities, expected outcomes, and a detailed budget.
Ensure that the project proposal aligns with UNDP's strategic priorities and the national development agenda.
Prepare and present project documents to relevant stakeholders for feedback and approval.
Collaborate with other consultants and experts to incorporate best practices and lessons learned from similar projects.
Monitor and evaluate the progress of the project formulation process, making adjustments as necessary to meet deadlines and objectives.
Advanced degree in environmental science, climate change, international development, or a related field.
Proven experience in project formulation and management, particularly in the context of climate change and sustainable development.
Strong analytical skills and the ability to synthesize complex information into clear and actionable recommendations.
Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
Familiarity with UNDP policies and procedures, as well as international climate change frameworks, is highly desirable.
Educational Background: Candidates must possess at least a Master's degree in a relevant field such as environmental science, climate change, international development, or public policy. A PhD in a related discipline would be an advantage, particularly for those with extensive research experience in climate change issues.
Experience: The ideal candidate should have a minimum of 5 years of professional experience in project formulation and management, specifically related to climate change and sustainable development initiatives. Experience working with international organizations, particularly the UN, is highly desirable. Candidates should also demonstrate a track record of successful project implementation and stakeholder engagement.
Languages: Fluency in French is mandatory, as it is the official language of Mali and the primary language of communication for this project. Proficiency in English is also highly desirable, as it will facilitate communication with international stakeholders and partners. Knowledge of local languages would be an asset.
Additional Notes: This position is for an individual contractor and is expected to be a full-time engagement for the duration of the project formulation process. The contract duration will be specified in the project proposal and may be subject to extension based on project needs and funding availability. The consultant will be required to work closely with UNDP staff and other stakeholders, and may need to travel within Mali as part of the project development process. Compensation will be commensurate with experience and in line with UNDP's remuneration policies.
