Job Overview:
The Monitoring and Evaluation Officer will play a crucial role in the Community Development Programme, which focuses on community-oriented response activities in a conflict context. This position is responsible for implementing all aspects of Monitoring, Evaluation, Accountability, and Learning (MEAL). The officer will provide technical MEAL support to partners, aggregate program-level results, ensure robust data management, and assist in preparing analyses and reports as needed. The role requires a proactive approach to MEAL planning and support, data analysis, management, and aggregation, as well as report preparation and documentation. The officer will work closely with the Deputy Programme Lead and other team members to ensure compliance with MEAL standards and contribute to the overall success of the program.

Duties and Responsibilities:
The duties and responsibilities of the Monitoring and Evaluation Officer include:
  • MEAL Planning and Support: Follow the MEAL Framework and support its development and implementation. Provide inputs into the development and refinement of MEAL tools, guidelines, and processes. Contribute to reviewing project MEAL frameworks and other key M&E deliverables to ensure compliance with CPD MEAL standards. Assist in project planning processes related to MEAL work plans and budgets. Manage records and documentation, ensuring accurate and organized documentation management. Support the MEAL team during workshops, trainings, and other learning events. Assist with various external and internal assessments, evaluations, and data requests.
  • Data Analysis, Management, and Aggregation: Compile, aggregate, and ensure the quality of project results data to measure program-level progress and achievements, including KPIs for existing and new projects. Maintain and organize results data and records for easy access and timely reporting. Support analysis of project and program data, including collating data, coding qualitative data, and preparing summaries. Prepare relevant data for reporting and aggregating into UN-wide monitoring frameworks.
  • Report Preparation and Documentation: Assist in preparing a range of reports, including progress reports, monitoring reports, and other required documentation. Support the drafting of materials for internal and external stakeholders, ensuring clear and creative presentation of facts and figures.

Required Qualifications:
The required qualifications for the Monitoring and Evaluation Officer position include:
  • Education: A Master’s degree in international development, law, human rights, statistics, peace studies, sociology, or a related field from an accredited institution is required. A Bachelor’s degree in the same fields with an additional two years of relevant professional experience may be accepted in lieu of a Master’s degree.
  • Work Experience: A minimum of 1 year of relevant MEAL experience working with humanitarian assistance, development, conflict management, or peace-building programs is required. Experience in implementing monitoring and evaluation processes for humanitarian, development, or peace programs is essential. Familiarity with database management is required. Demonstrated writing and analytical skills are necessary. Experience with electronic data capture, including KOBO Collect, is a distinct advantage. Experience working in conflict-affected areas and with UN, NGOs, or civil society organizations is highly desirable.

Educational Background:
The educational background needed for the Monitoring and Evaluation Officer position includes a Master’s degree in relevant fields such as international development, law, human rights, statistics, peace studies, sociology, or a related area. Alternatively, a Bachelor’s degree in these fields, combined with two years of relevant professional experience, may be accepted. This educational foundation is crucial for understanding the complexities of monitoring and evaluation in humanitarian and development contexts.

Experience:
The level of experience needed for the Monitoring and Evaluation Officer position is a minimum of 1 year of relevant MEAL experience.
